Abstract

Program pelatihan perlu diselenggarakan untuk memperoleh sumber daya manusia yang handal. Program pelatihan dapat dipandang sebagai sebuah investasi yang berharga untuk digunakan dalam menghasilkan sumber daya manusia. Pelatihan Berbasis Kompetensi adalah pelatihan yang dilakukan untuk mendapat keterampilan berupa pengetahuan, keterampilan, dan perilaku. Pelatihan Berbasis Kompetensi diharapkan dapat menjadi solusi yang efisien untuk meningkatkan kualitas sumber daya manusia agar mencapai kompetensi yang bermanfaat. Penelitian ini bertujuan untuk menganalisis penyelenggaraan pelatihan berbasis kompetensi yang diterapkan pada pelatihan dasar fungsional penyuluh pertanian terampil 2023, yaitu 1) Menganalisis penyelenggaraan Pelatihan Berbasis Kompetensi pada Program Pelatihan Dasar Fungsional Penyuluh Pertanian Terampil, 2) Menganalisis hasil belajar peserta pada Program Pelatihan Dasar Fungsional Penyuluh Pertanian Terampil, dan 3) Menganalisis faktor pendukung dan penghambat Program Pelatihan Dasar Fungsional Penyuluh Pertanian Terampil. Pendekatan penelitian yang digunakan dalam penelitian ini menggunakan pendekatan penelitian kualitatif dengan metode penyajian data secara deskriptif. Pengumpulan data dilakukan dengan cara wawancara, observasi, dan studi dokumen. Hasil penelitian menunjukan bahwa 1) penyelengaraan pelatihan berbasis kompetensi pada pelatihan dasar fungsional penyuluh pertanian terampil diselenggarakan dengan sangat baik secara sistematis mulai dari persiapan, penyelenggaraan, dan evaluasi program pelatihan. 2) hasil belajar para peserta meliputi aspek kognitif/pengetahuan, aspek afektif/sikap, dan aspek psikomotor/keterampilan mengalami peningkatan setelah peserta mengikuti rangkaian kegiatan pembelajaran. 3) faktor pendukung dan penghambat berasal dari penyelenggara program, widyaiswara, peserta pelatihan, perencanaan kebutuhan pelatihan, kurikulum, sarana dan prasarana, serta pembiayaan program. Pelatihan Berbasis Kompetensi pada Pelatihan Dasar Fungsional Penyuluh Pertanian Terampil yang diselenggarakan mampu meningkatkan hasil belajar peserta pelatihan yang berupa kompetensi pada aspek pengetahuan, sikap dan keterampilan. Training programs need to be held to obtain reliable human resources. Training programs can be seen as a valuable investment to use in producing human resources. Competency Based Training is training carried out to obtain skills in the form of knowledge, skills and behavior. It is hoped that Competency Based Training can be an efficient solution for improving the quality of human resources in order to achieve useful competencies. This research aims to analyze the implementation of competency-based training applied to the basic functional training for skilled agricultural instructors in 2023, namely 1) Analyzing the implementation of Competency-Based Training in the Functional Basic Training Program for Skilled Agricultural Instructors, 2) Analyzing the learning outcomes of participants in the Basic Functional Training Program for Agricultural Instructors. Skilled, and 3) Analyzing the supporting and inhibiting factors for the Basic Functional Training Program for Skilled Agricultural Instructors. The research approach used in this research uses a qualitative research approach with a descriptive data presentation method. Data collection was carried out by means of interviews, observations and document studies. The research results show that 1) the implementation of competency-based training in basic functional training for skilled agricultural instructors is carried out very well systematically starting from preparation, implementation and evaluation of the training program. 2) The participants' learning outcomes including cognitive/knowledge aspects, affective/attitude aspects, and psychomotor/skill aspects improved after participants participated in a series of learning activities. 3) supporting and inhibiting factors come from program organizers, student teachers, training participants, training needs planning, curriculum, facilities and infrastructure, as well as program financing. Competency-Based Training in the Basic Functional Training for Skilled Agricultural Instructors which was held was able to improve the learning outcomes of training participants in the form of competency in the aspects of knowledge, attitudes and skills.
