Abstract
Akuntabilitas merupakan masalah tanggung jawab terhadap diri sendiri dan orang lain. Kedua aspek tersebut relevan dengan program bimbingan dan konseling. Guru bimbingan dan konseling yang profesional memiliki tanggung jawab terhadap sistem akuntabilitas yang dirancang dengan baik. Fenomena di lapangan untuk melaksanakan akuntabilitas tidak seperti apa yang diharapkan karena terkendala dengan berbagai faktor yang mendukung terhadap akuntabilitas seperti: lemahnya kinerja akuntabilitas guru bimbingan dan konseling di sekolah, yang ditandai dengan guru bimbingan dan konseling takut di evaluasi dan memperoleh konsekuensi negatif terhadap hasil pekerjaannya, kurangnya kepercayaan diri guru bimbingan dan konseling terhadap kemampuannya untuk melaksanakan evaluasi, kendala waktu dan sumber daya manusia, serta anggapan bahwa aktivitas akuntabilitas terlalu rumit dan sulit. Kondisi ini mengisyaratkan perlunya diteliti efektivitas model evaluasi program bimbingan dan konseling yang dapat mengatasi hal tersebut yaitu dengan mengembangkan accoauntability bridge model. Tujuan dari penelitian ini adalah untuk menguji efektivitas accoauntability bridge model dalam meningkatkan akuntabilitas guru bimbingan dan konseling di SMK Negeri kabupaten Cianjur. Metode penelitian menggunakan deskriptif kuantitatif dengan desain survey observasi dan wawancara. Sampel penelitian sebanyak 22 guru bimbingan dan konseling dari 19 sekolah pada tingkat Sekolah Menengah Kejuruan (SMK) Negeri di Cianjur. Teknik pengumpulan data dilakukan dengan menyebar instrumen akuntabilitas dan instrument, focus group disscussion, dan dokumentasi. Penelitian ini menggunakan teknik uji T Test Paired Sampling untuk mengukur efektivitas accountability bridge model dalam meningkatkan akuntabilitas guru bimbingan dan konseling di sekolah, Teknik uji t test ini dilakukan dengan cara membandingkan data normalized gain, antara sebelum diberi perlakuan dengan sesudah diberikan perlakuan. Accountability bridge model cukup efektif dalam meningkatkan akuntabilitas guru bimbingan dan konseling, melalui perhitungan N-Gain pretest dan posttest yang menunjukkan capaian angka 69,78%. Kata Kunci: Akuntabilitas, Accountability bridge model, Program Bimbingan dan Konseling Accountability is a matter of responsibility to oneself and others. Both aspects are relevant to guidance and counselling programs. Professional guidance and counselling teachers have a responsibility for a well-designed accountability system. The phenomenon in the field of implementing accountability was not what was expected because it was constrained by various factors that supported accountability such as: weak accountability performance of guidance and counselling teachers in schools, characterized by a teacher's fear of evaluation and negative consequences for his work results, lack of self-confidence of the teacher's guidance and counselling on his ability to perform evaluation, time constraints and human resources, and the notion that accountability activities are too complex and difficult. This condition indicates the need to be examined for the effectiveness of the guidance and counselling program evaluation model that can overcome this by developing the accessibility branch model. The purpose of this study is to test the effectiveness of the accountability bridge model in improving the accountability of guidance and counselling teachers in Cianjur Regency State Vocational High School. The research method uses Quantitative Descriptive with the design of observation and interview surveys. A study sample of 22 guidance and counselling teachers from 19 schools at the level of State Vocational High School (SMK) in Cianjur. Data collection techniques are carried out by spreading accountability instrument and instruments, focusing group discussion, and documentation. This study used the T Test Paired Sampling test technique to measure the effectiveness of the accountability bridge model in improving the accountability of counselling teachers in schools, this test technique was performed by comparing normalize gained data, before and after treatment. The accountability bridge model is quite effective in improving the accountability of guidance and counselling teachers, through the calculation of N-Gain pre-test and post-test which shows the achievement of 69%.
