Abstract
Penelitian ini membahas mengenai penyelenggaraan layanan literasi dasar berbasis kecakapan hidup abad 21 yang direkomendasikan World Economic Forum (WEF) dalam Gerakan Literasi Nasional (GLN) meliputi literasi baca-tulis, numerik, saintifik, digital, finansial serta budaya dan kewargaan di Taman Bacaan Masyarakat. Tujuan penelitian ini untuk mendeskripsikan penyelenggaraan layanan literasi dasar berbasis kecakapan hidup abad 21 di TBM Sukamulya Cerdas, strategi TBM Sukamulya Cerdas dalam menyelenggarakan layanan literasi dasar berbasis kecakapan hidup abad 21 serta faktor pendukung dan penghambat penyelenggaraan layanan literasi dasar berbasis kecakapan hidup abad 21 di TBM Sukamulya Cerdas. Metode penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif melalui wawancara, observasi, studi dokumentasi dan triangulasi. Partisipan dalam penelitian ini yaitu 1 orang pengelola, 1 orang relawan, 2 orang warga belajar dan 1 orang tokoh masyarakat. Adapun hasil penelitian yang diperoleh, yaitu : 1) Penyelenggaraan layanan literasi dasar berbasis kecakapan hidup abad 21 di TBM Sukamulya Cerdas sesuai dengan fungsi pengelolaan program terdiri dari tahap perencanaan, pengorganisasian, penggerakkan dan pengawasan. 2) Strategi TBM Sukamulya Cerdas dalam menyelenggarakan layanan literasi dasar berbasis kecakapan hidup abad 21 terdiri dari penguatan kapasitas fasilitator, peningkatan jumlah dan ragam sumber belajar bermutu, perluasan akses terhadap sumber belajar bermutu dan cakupan peserta belajar, peningkatan pelibatan publik dan penguatan tata kelola. 3) Terkait faktor pendukung dan penghambat, 7 komponen sistem pendidikan nonformal menjadi salah satu faktor pendukung sedangkan faktor penghambat yang paling utama yaitu belum memadainya sarana dan prasarana yang terdapat di TBM Sukamulya Cerdas dalam menunjang penyelenggaraan layanan literasi dasar berbasis kecakapan hidup abad 21 di masyarakat. This study discusses the implementation of a 21st century life-based foundational literacy service recommended by the World Economic Forum (WEF) in Gerakan Literasi Nasional (GLN) covering literacy, numeric, scientific, digital, financial as well as culture and citizenship in Public Library (TBM). The purpose of this study is to describe the implementation of 21st century life skills-based foundational literacy services at Sukamulya Cerdas Public Library, the strategy of Sukamulya Cerdas Public Library in organizing foundational literacy services based on 21st century life skills as well as supporting and inhibiting factors for the implementation of foundational literacy services based on 21st century life skills at Sukamulya Cerdas Public Library. The research method used a descriptive method with a qualitative approach through interviews, observation, study documentation and triangulation. Participants in this study were 1 manager, 1 volunteer, 2 learning citizens and 1 community leader. The research results obtained are: 1) The implementation of foundational literacy services based on 21st century development at Sukamulya Cerdas Public Library in accordance with the program management function consists of the planning, organizing, actuating and controlling. 2) Sukamulya Cerdas Public Library strategy in providing foundational literacy services based on the development of 21st century life consists of strengthening the capacity of facilitators, increasing the number and variety of quality learning resources, expanding access to quality learning resources and the range of learning participants, increasing public involvement and strengthening governance. 3) Regarding supporting and inhibiting factors, the 7 components of the non-formal education system are one of the supporting factors while the most important inhibiting factor is the insufficient facilities and infrastructure available at Sukamulya Cerdas Public Library in supporting the implementation of foundational literacy services based on 21st century life skills in society.
