Abstract

This study aims to improve the social attitudes of elementary school students through the development of the Value Inquiry learning model. This model was developed to train students in constructing their moral knowledge through the stimulus of moral dilemmas which will have implications for reasoning intelligence and moral intelligence simultaneously in a constructionist approach context. The research methodology used is based on the simplification of the three major steps of the Research & Development approach (Borg & Gall, 2007) including the preliminary study stage, the model development stage, and the model validation test stage. The research subjects involved five elementary schools in Garut District, Garut Regency. The results of the preliminary research reveal that the strategy for developing the character of students in schools is carried out through the process of transmitting values through habituation, modeling, and conditioning strategies. Theoretically, the character development of students in schools will be more appropriate if it is carried out through a value transmission and constructionist approach. The learning model development process produces products such as a Value Inquiry learning model, observation sheets for teacher and student activities, lesson plans, moral dilemma story scripts, and learning evaluation instruments. These instruments were then tested to see an increase in the social attitudes of students. In the limited test the experimental class got 29.48% N-Gain with low interpretation, and in the broad test stage I the increase in students' social attitudes was 69.06%, while in the second broad test stage the N-Gain was 69.98% with a moderate interpretation, and the validation test stage of the N-Gain model of 70.10% with a moderate interpretation and the results of the effectiveness test with a value of 0.701 being in the decision rule of effectiveness value < 1, then the value inquiry learning model is declared quite effective to improve students' social attitudes primary school.
