Abstract
Koordinasi merupakan suatu proses penyatupaduan sasaran-sasaran dan kegiatan-kegiatan dari unit-unit yang terpisah (departemen atau bidang-bidang fungsional) dalam suatu organisasi secara efisien. Sedangkan Partisipasi masyarakat merupakan faktor pendukung utama yang menciptakan suatu situasi secara kondusif dan senantiasa berusaha mempertahankan kelangsungan Program Wajib Belajar Pendidikan Dasar 9 Tahun Propinsi Banten. Penelitian ini terutama ingin menguji tentang seberapa besar pengaruh Koordinsi dan Partisipasi masyarakat terhadap pelaksanaan Program Wajar Dikdas 9 Tahun. di Propinsi Banten. Kemudian untuk mengungkap pengaruh tersebut, penulis menggunakan pendapat Farlan (1987) yaitu Koordinasi dapat dilihat melalui (1) Kejelasan wewenang dan tanggungjawab (2)Pengawasan dan pengamatan (3) Fasilitas komunikasi sedangkan Partisipasi masyarakat oleh Hoofstede (1992), yaitu (1) Keterlibatan mental dan emosi (2) Kontnbusi terhadap kepentingan atau tujuan kelompok (3) Tanggungjawab terhadap kelompok Desain penelitian ini adalah survey eksplanatori dengan teknik pengumpulan data melalui kuesioner sebagai instrumen utama, disamping wawancara, observasi dan dokumentasi. Responden penelitian ini adalah Aparat Tim Koordinasi Program Wajib Belajar Pendidikan Dasar 9Tahun Propinsi Banten yang terdiri dari unsur Asisten Kesejahteraan Sosial Sekretariat Daerah Propinsi Banten, (Bapeda), Dinas Pendidikan dan unsur (Kanwil) Depag Propinsi Banten serta Masyarakat adapun sampel yaitu berjumlah 45 responden. Sedangkan analisis data dilakukan dengan dua cara yaitu Analisis deskriptif kuanlitatif dengan menggunakan presentase dengan, altematif jawabaan yang diberi skor berjenjang dan pendekatan Skala gutman, yang disediakan tiga altematif jawaban. yaitu a, b, dan c. Analisis statistik dengan menggunakan bantuan program SPSS Versi 12.0. Hasil penelitian menunjukan bahwa baik koordinasi maupun partisipasi masyarakat mempunyai pengaruh terhadap Program Wajib Belajar Pendidikan Dasar 9 Tahun Propinsi Banten, dengan tingkat kepercayaan yaitu ada pengaruh yang cukup berarti. ----- Coordination is an process penyatupaduan of activities and targets of separate units (functional areas or department) in an organization efficiently. While Participation society is especial supplementary factor which create afn situation by kondusif and always try to maintain the continuity of Program Is Obliged To Learn Education ofBase 9 Year Province ofBanten. This research especially wish to test concerning how big influence of Koordinsi and Participation society to execution of Fair Program of Dikdas 9 Year, in Province of Banten. Later; Then to express the influence, writer use opinion of Parian (1987) that is Coordination can be seen to pass (I) Clarity of and authority of akuntability (2) Planning and perception (3) Facility communications while Participation society by Hoofstede (1992), that is (I) Involvement bounce and emotion (2) Contribution to group target or importance (3) Responsibility to group of Desain this research is eksplanatori survey with data collecting technique pass kuesioner as especial instrument, beside interview, documentation and observation, this Research responder is (iovernmeni Officer Teams Co-Ordinate Program Is Obliged To Learn Education of Base 9 Year Province of Banten which consist of Assistant element Prosperity Of Social Secretariat Area Province of Banten, (Bapedaj, On duty Education and element (Kanwil) Depag Province of Banten and also Society as for sampel that is amounting to 45 responders. While data analysis done by dua way (hat is descriptive Analysis quantitative by using presentase by, altematif given by jawaban is score have ladder to with approach of Scale of gutman, provided three answer alternative, that is a, b, and c. Statistical analysis by using program aid ofSPSS Version 12.0.
