Abstract

Industri sebagai leading sector yang masuk dalam tujuan SDGs memberikan kontribusi terbesar terhadap PDB nasional, namun kemampuan industri dalam menyerap tenaga kerja masih dibawah sektor pertanian. Pada periode 2000-2019 penyerapan tenaga kerja pada industri besar dan sedang menunjukkan pertumbuhan yang melambat sebagai akibat dari adanya krisis 1997 dan krisis 2008, sehingga berdampak pada biaya produksi. Salah satu biaya produksi yang mempengaruhi tinggi rendahnya penyerapan tenaga kerja adalah upah, besaran minimumnya ditetapkan pemerintah berdasar pada upah minimum provinsi. Kebijakan upah minimum ini masih menjadi perdebatan di negara-negara yang memberlakukannya. Penelitian ini bertujuan untuk mengetahui pengaruh upah minimum provinsi terhadap penyerapan tenaga kerja sektor industri sedang dan besar pada 6 provinsi di Pulau Jawa pada tahun 2000-2019. Metode penelitian yang digunakan adalah metode explanatori (explanatoy research) dengan teknik dokumentasi yang diperoleh dari BPS. Teknik analisis data menggunakan analisis regresi data panel. Model estimasi random effect dengan metode Generalized Least Squares (GLS). Hasil penelitian menunjukkan bahwa upah minimum provinsi berpengaruh positif terhadap penyerapan tenaga kerja di Pulau Jawa. Namun mengingat pengaruhnya sangat kecil terhadap tinggi rendahnya tenaga kerja yang terserap, untuk itu kebijakan upah minimum provinsi ini perlu diimbangi dengan kebijakan-kebijakan yang lainnya agar mampu mencapai tujuan yang diharapkan. Industry as a leading sector that is included in the SDGs goals provides the largest contribution to national GDP, but the industry's ability to absorb labor is still below the agricultural sector. In the period 2000-2019, employment in large and medium industries showed slowing growth as a result of the 1997 and 2008 crises, which had an impact on production costs. One of the production costs that affect the low absorption of labor is wages, the minimum amount of which is set by the government based on the provincial minimum wage. This minimum wage policy is still a debate in the countries that it is enforced. This study aims to determine the effect of the provincial minimum wage on employment in the medium and large industrial sectors in 6 provinces on the island of Java in 2000-2019. The research method used is the explanatory method (explanatory research) with technical documentation obtained from BPS. The data analysis technique used panel data regression analysis. Random effect estimation model using Generalized Least Squares (GLS) method. The results showed that the provincial minimum wage had a positive effect on employment in Java. However, considering that the effect is very small on the level of labor absorbed, for this reason the provincial minimum wage policy needs to be balanced with other policies in order to be able to achieve what is expected.
