Abstract
ABSTRAK Efektivitas kepemimpinan ketua PKBM dalam peningkatan mutu layanan pembelajaran. Pokok permasalahan penelitiann dalam tesis ini adalah kepemimpinan keetua PKBM dalam meningkatkan mutu layanan pembelajaran di Kabupaten Purwakarta. Tujuan dari penelitian ini adalah untuk mendeskripsikan peran ketua PKBM dalam meningkatkan mutu layanan pembelajaran. Jenis penelitian ini adalah penelitian kualitatif. Penelitian dilakukan pada PKBM di Kabupaten Purwakarta. Teknik pengumpulan data dengan observasi berpartisipasi, wawancara dan dokumentasi. Teknik analisis data dengan tiga komponen pokok yaitu reduksi data, sajian data, dan penarikan simpulan dengan verifikasinya. Efektivitas kepemimpinan ketua PKBM dalam meningkatkan mutu layanan pembelajaran di Kabupaten Purwakarta sudah cukup baik. Hal ini didukung dengan ketersediaan dokumen pengelolaan di PKBM serta berbagai prestasi kejuaraan lomba lembaga nonformal. Dalam peningkatan mutu layanan pembelajaran ketua PKBM memiliki peran yang sangat penting untuk mnyusun rencana sesuai peraturan perundangan, melaksanakan kegiatan peningkatan sarana dan prasarana kegiatan serta kompetensi tutor, melaksanakan evaluasi setiap kegiatan dan menyusun rencana tindak lanjut sesuai dengan hasil valuasi kegiatan. . Kendala dalam pengelolaan PKBM adalah keterbatasan pendanaan, minimnya sarana penunjang life skill warga belajar serta kompetensi tutor yang belum sesuai dengan bidangnya. Agar pengelolan PKBM di masa yang akan datang lebih baik hendaknya ketua PKBM lebih memaksimalkan jalinan kerjasama dengan lembaga lain atau stakeholder yang mendukung pada pencapaian tujuan PKBM. Kata kunci : efektivitas, kepemimpinan, mutu layanan pembelajaran, pengelolaan. ABSTRACT The effectiveness leadership of the PKBM's leader in improving the quality of learning services. The main research problem in this thesis is the leadership of the PKBM's leader in improving the quality of learning services in Purwakarta Regency. The purpose of this research is to describe the role of the PKBM's leader in improving the quality of learning services. The type of this research is qualitative research. The research was conducted at PKBM in Purwakarta Regency. The techniques of Data collection is by participating observation, interviews and documentation. The techniques of data analysis will be done with three main components, those are data reduction, data presentation, and drawing conclusions with verification. The effectiveness of the leadership of the PKBM leader in improving the quality of learning services in Purwakarta Regency is quite well. This is supported by the availability of management documents in PKBM as well as various achievements of the competitions in non-formal institution. In improving the quality of learning services, the PKBM's leader has a very important role which are to make plans according to laws and regulations, carry out the activities to improve facilities infrastructure and tutor competencies, execute an evaluations of each activity and prepare follow-up plans in accordance with the results of the activity evaluation. The constraints in the management of PKBM are limited funding, the lack of facilities to support the life skills of learning residents and the competence of tutors who are not in accordance with their fields. In order to make PKBM management be better in the future, the PKBM's leader should maximize collaboration with other institutions or stakeholders who support the achievement of PKBM goals.
