Abstract

This purpose a study was solved the problems were: (1) what was a relevant competency based educational model to develop at the vocational and technical education?; (2) how to implement this model at vocational and technical education? The variables in this study were students' knowledge, skill and attitude, the characteristics of CBE, i.e., self-paced learning module, learning resource center, field experience, personalization strategy, communication facilities, faculty team and institution management.The development of the mode! in this study was based on the analysis of the problems and CBE characteristics. This model of development took the form of a learning process oriented toward competent and professional graduates. Thus, this study focused on (1) identifying the CBE model characteristics which had a direct impact on the curriculum, educational programs and management; (2) identifying factors with a significant impact on the success of the learning process using CBE model approach; (3) identifying the components of the conceptualization of the competency- based vocational and technical education model of development and (4) designing the implementation plan for the conceptualization of the model.For this purpose a study, which had four phases, was conducted at four vocational and technical institutions, i.e., Bandung Polytechnic (ITB), Bandung Polytechnic for Manufacturing (ITB), Jakarta Polytechnic (UI) and Oil and Gas Academy of PPT Migas-Cepu.At the first phase, the pilot study, an observation was made at Bandung Polytechnic aiming at identifying some variables relevant to the curriculum, program and management based on the CBE model and designing a set of instruments, i.e, a set questionnaires for the students, the faculty, the administrators. All of them were validated using the intra-test analysis through teaching expert judgment and the dissertation supervisors; the questionnaires for the students were subjected to a reliability test using the F-test and alpha coefficient of reliability (F= 16.7037, p= .00 and a = .8154).At the second phase, the data collection and analysis, the data were collected at the four institutions. This phase was aimed at revealing the contribution of the characteristics of the CBE toward the characteristics of the professionalism. The respondents for the students, the faculty, the administrators for each of the institutions (i.e, Bandung Polytechnic, Bandung Polytechnic for Manufacturing, Jakarta Polytechnic and Oil and Gas Academy) were 21- 24- 2; 16-5-3; 16-12-1 and 21-9-4 respectively. The data concerning the faculty and administrators were analyzed descriptively and those concerning the students were subjected to Canonical Correlation Analysis.
