Abstract

Kasus korupsi pada sektor pengadaan barang dan jasa masih banyak terjadi walaupun sudah menerapkan e-procurement. PT. Telekomunikasi Indonesia merupakan salah satu perusahaan milik negara (BUMN) yang memiliki kinerja perusahaan yang baik. Dalam mencegah tindakan penyelewengan pada sektor pengadaan barang dan jasa Telkom menggunakan aplikasi SMILE sebagai proses seleksi bagi para pemasok. Penlitian ini bertujuan untuk menganalisa penggunaan SMILE pada pelaksanaan pengadaan barang dan jasa, sehingga diharapkan dari penelitian ini dapat memberikan gambaran atau contoh bagi para perusahaan, instansi dan lembaga lainnya dalam melakukan proses pengadaan barang dan jasa. Jenis penelitian ini merupakan penilitian deskriptif dengan pendekatan kualitatif. Pengumpulan data dilakukan dengan melakukan wawancara kepada para pengguna SMILE di Telkom yaitu pada sub unit Procurement Process Management. Hasil penelitian ini menyatakan bahwa penggunaan SMILE cukup mengefektifkan pengadaan barang dan jasa di Telkom, tetapi perlu mengembangkan sistem sehingga lebih transparan bagi seluruh masyarakat. Efektivitas penggunaan SMILE didukung oleh penerimaan pengguna, keandalan teknologi informasi, pengawasan sistem, komitmen manajemen dan pegawai, serta dukungan dari manajemen puncak. PT. Telekomunikasi Indonesia is one of the state-owned companies (BUMN) that has a good company performance. In preventing fraud in the goods and services procurement sector, Telkom uses the SMILE application as a selection process for suppliers. This research aims to analyze the use of SMILE in the implementation of the procurement of goods and services, so it is hoped that this research can provide an overview or example for companies, agencies and other institutions in the process of procuring goods and services. This type of research is a descriptive study with a qualitative approach. Data collection was carried out by interviewing SMILE users in Telkom, namely the Procurement Process Management sub-unit. The results of this study indicate that the use of SMILE is quite effective in the procurement of goods and services at Telkom, but it is necessary to develop a system so that it is more transparent to the whole community. The effectiveness of using SMILE is based on user acceptance, commitment to information technology, system supervision, management and employees, and support from top management.
