Abstract

Rendahnya efektivitas kerja pegawai yang terlihat dari angka capaian prestasi kerja dari tahun ke tahunnya yang masih belum mencapai standar yang telah ditetapkan menjadi permasalahan utama yang dikaji dalam penelitian ini. Permasalahan ini akan berdampak terhadap pencapaian tujuan organisasi menjadi tidak efektif. Salah satu pilihan yang paling tepat untuk mengatasi permasahan tersebut adalah dengan memperhatikan kualitas sumber daya manusia yang dilihat dari kompetensi pegawai. Penelitian ini ditujukan untuk memberikan tingkat gambaran kompetensi pegawai dan efektivitas kerja, serta untuk mengetahui pengaruh kompetensi pegawai dan efektivitas kerja di Dinas Komunikasi Informatika Kearsipan dan Perpustakaan Kota Cimahi. Metode penelitian yang digunakan adalah metode explanatory survey, dengan teknik pengumpulan data menggunakan penyebaran kuesioner. Penelitian ini merupakan penelitian populasi dengan jumlah responden sebanyak 47 orang pegawai seluruh bidang di Dinas Komunikasi Informatika Kearsipan dan Perpustakaan Kota Cimahi. Teknik analisis data yang digunakan yaitu analisis regresi linier sederhana. Grand Theory dalam penelitian ini menggunakan Model Perilaku Organisasi dari Robbins dan Judge. Hasil penelitian menunjukkan bahwa : (1) gambaran kompetensi pegawai berada pada kategori tinggi, (2) gambaran efektivitas kerja berada pada kategori tinggi, (3) kompetensi pegawai berpengaruh secara positif dan signifikan terhadap efektivitas kerja. This problem will affect the achievement of organizational objectives ineffective. One of the most appropriate choices to overcome the problem is to pay attention to the quality of human resources seen from employee competence. This research aims to provide an overview level of employee competence and work effectiveness, as well as to know the influence of employees ' competence and effectiveness of work in the department of informatics communication archival and library of Cimahi. The research method used was an explanatory survey method, with data collection techniques using questionnaires. This study is a population research with 47 respondents from all fields of informatics communication archival and library of Cimahi. The data analysis technique used is simple linear regression analysis. Grand Theory in this study uses the Organizational Behavior Model of Robbins and Judge. The results showed that: (1) the description of employee competencies was in the high category, (2) the description of work effectiveness was in the high category, (3) employee competence had a positive and significant effect on work effectiveness.
