Abstract

Penelitian ini dilatarbelakangi oleh lahirnya paradigma baru dalam manajemen pendidikan dan sebuah pendekatan untuk meningkatkan mutu pendidikan bernama Manajemen Peningkatan Mutu Berbasis Sekolah (MPMBS). Penelitian ini bertujuan untuk melakukan identifikasi dan analisis terhadap penerapan konsep MPMBS yang dilakukan oleh Madrasah Tsanawiyah Al-Inayah (MTs Al-Inayah) Kota Bandung yang dijabarkan dalam penemuan perencanaan, implementasi, dan evaluasi dalam prosesnya. Penelitian ini dilakukan menggunakan pendekatan kualitatif. Data penelitian diperoleh dari hasil wawancara, studi dokumentasi, dan observasi. Hasil penelitian menunjukkan; (1) Perencanaan peningkatan mutu di MTs Al-Inayah melalui tahapan rangkaian perencanaan strategis, diantaranya; penentuan visi, misi, dan tujuan, melakukan analisa/riset pasar, analisis SWOT, menerapkan strategi pembedaan dan strategi fokus dalam pengembangan institusionalnya, dan melakukan penentuan program peningkatan mutu pendidikan. (2) Implementasi peningkatan mutu di MTs Al-Inayah menunjukkan kondisi ideal/sukses berdasarkan formulasi hubungan rumusan strategis dengan implementasi di lapangan. Program peningkatan mutu diimplementasikan dalam program bidang kesiswaan, keagamaan, dan kurikulum. (3) Evaluasi peningkatan mutu di MTs Al-Inayah menunjukkan keberhasilan madrasah dalam mencapai tiga sasaran utama sekolah menengah yaitu; lanjutan studi siswa, pengembangan kepribadian siswa, dan pengembangan siswa sebagai warga negara/masyarakat. Terdapat faktor pendukung peningkatan mutu di MTs Al-Inayah yaitu; kontribusi dan partisipasi aktif dari masyarakat, kerjasama yang baik antar warga madrasah, dan pengadaan evaluasi yang rutin. Namun, belum adanya struktur kepengurusan yang mengikat untuk orangtua siswa, kondisi guru sebanyak 20% yang belum menguasai IT, dan keterbatasan fasilitas yang dimiliki madrasah menjadi faktor penghambat dalam peningkatan mutu madrasah. This research is motivated by the birth of a new paradigm in education management and an approach to improving the quality of education named School-Based Quality Improvement Management (SBGIM). This study aims to identify and analyze the application of the SBGIM concept which had been implemented by the Madrasah Tsanawiyah Al-Inayah (MTs Al-Inayah) of Bandung City which is elaborated in the discovery planning, implementation, and evaluation in the process. This research was conducted using a qualitative approach. The data was obtained from interviews, documentation studies, and observations. The results showed; (1) The planning of quality improvement program in Al-Inayah MTs undergone a series of stages of strategic planning, including; determining the vision, mission, and goals, conducting market analysis/research, SWOT analysis, implementing differentiation strategies and focus strategies in institutional development, and conducting educational quality improvement programs. (2) The implementation of quality improvement program in Al-Inayah MTs shown an ideal/successful condition based on the formulation of the relationship between strategic formulation and implementation in the field. The quality improvement program was implemented in the student, religious and curriculum programs. (3) The evaluation of quality improvement program in Al-Inayah MTs indicated the success of school in achieving the three main objectives of secondary schools namely; the continuation of student studies, the development of student personality, and the development of student as a responsible citizen/community. There were supporting factors for the quality improvement program in MTs Al-Inayah, namely; active contribution and participation from the community, good cooperation between madrasah, and routine evaluation. However, the absence of a binding management structure for the parents of the students, the total of 20% teachers who had not mastered IT yet, and the limited facilities owned by the madrasah became an inhibiting factor in improving the madrasah quality.
