Abstract

Penelitian ini bertujuan untuk menganalisis kesenjangan antara hasil analisis jabatan, beban kerja dan perhitungan kebutuhan pegawai yang telah diformulasikan sebelumnya di Pusat Data dan Statistik Pendidikan dan Kebudayaan (PDSPK) dengan implementasinya di lapangan. Penelitian ini merupakan jenis penelitian deskriptif dengan pendekatan kualitatif. Data dikumpulkan melalui studi kerja dengan metode work measurement untuk mengetahui jumlah volume pekerjaan, waktu penyelesaian kerja dan allowance (kelonggaran). Teknik work sampling digunakan untuk menentukan standar waktu penyelesaian kerja pada area validasi data on desk (di kantor) saja, sementara volume dan waktu kerja untuk tahap-tahap lainnya ditetapkan berdasarkan wawancara dengan pegawai yang berpengalaman yang terlibat dalam proses, yang terdiri atas jabatan Validator Data, Pengelola Sistem Informasi Manajemen dan Statistisi pada Bidang Ketenagaan, Peserta Didik dan Warisan Budaya Benda di PDSPK. Dari hasil penelitian di lapangan, Validator Data di Subbidang Ketenagaan mengerjakan 11 tugas dengan jumlah beban kerja 21.232 jam/tahun sehingga membutuhkan pegawai sebanyak 17 orang. Di Subbidang yang sama, Pengelola Sistem Informasi Manajemen mengerjakan 10 tugas, dengan jumlah beban kerja 1.918 jam/tahun sehingga membutuhkan pegawai sebanyak 2 orang. Untuk jabatan Statistisi, seluruh rincian tugas tidak dikerjakan karena terdapat kekosongan pegawai sehingga jumlah beban kerjanya tidak dapat diketahui. Sementara itu, pada analisis yang sama di Subbidang Peserta Didik dan Warisan Budaya Benda, Validator Data mengerjakan 11 tugas dengan jumlah beban kerja 13.411 jam/tahun sehingga membutuhkan pegawai sebanyak 11 orang. Pengelola Sistem Informasi Manajemen mengerjakan 10 tugas, dengan jumlah beban kerja 1.687 jam/tahun sehingga membutuhkan pegawai sebanyak 1 orang. Untuk jabatan Statistisi seluruh rincian tugas tidak dikerjakan karena terdapat kekosongan pegawai sehingga jumlah beban kerjanya tidak dapat diketahui. Berdasarkan hasil penelitian, diketahui bahwa total beban kerja tidak proporsional dengan jumlah pegawai yang ada. Untuk itu, hasil analisis jabatan, beban kerja dan jumlah kebutuhan pegawai yang dimiliki organisasi perlu dievaluasi dan diperbaiki agar dapat dijadikan pedoman dalam perencanaan SDM di masa mendatang. Seleksi dan rekrutmen perlu dilakukan sebagai upaya tindak lanjut dalam mengatasi kekosongan pegawai.;--This study examines the gaps between job analysis, workload analysis and employee requirement calculations that had been formulated previously in Center for Education and Culture Statistics and their implementation. This qualitative descriptive study applied purposeful sampling by vetting nominations from staffs and their superiors. Evidence was collected through work measurement method to set volume counts, time standards of performance and allowance. Work sampling technique was used to determine time standards in the area of on-desk data validation only. Meanwhile, volume counts and timings for other stages of works were arrived at by interviews with the experienced employees involved in the processes, whose job titles were data validator, information system staff and statistician in the Division of Labor, Students and Tangible Culture Heritage in Center for Education and Culture Statistics. The results showed that data validators in Subdivision of Labor had done 11 tasks with total workload 21,232 hours/year, therefore it required 17 employees. Information system staffs in Subdivision of Labor had done 10 tasks, with total workload 1,918 hours/year, therefore it required 2 employees. For the statistician position in Subdivision of Labor, none of the tasks in the job descriptions was done because there was an employee vacancy so that the workload volume could not be measured. Meanwhile, in the same analysis in Subdivision of Student and Tangible Culture Heritage data validators had done 11 tasks with the workload volumes 13,411 hours/year, therefore it required 11 employees. Information system staffs had done 10 tasks, with total workload 1,687 hours/year so it required 1 employee. Lastly, none of the tasks in the statistician’s job descriptions was performed because the position was unoccupied so that the workload volume could not be measured. Based on the results, it was revealed that the total workload was not proportional to the amount of existing employees. Therefore, job analysis, workload analysis and employee requirement calculations which belong to the organization should be evaluated and improved so they can be utilized as guides in manpower planning in the future. Furthermore, it is necessary to recruit and select new employees.
