Abstract
Penelitian ini dilatarbelakangi oleh peraturan dan undang-undang yang dikeluarkan pemerintah terhadap pemberlakuan Kerangka Kualifikasi Nasional Indonesia (KKNI) pada kurikulum pendidikan tinggi. Prinsip KKNI adalah menilai seseorang dalam aspek keilmuan, keahlian dan keterampilan sesuai dengan capaian pembelajaran yang diperoleh melalui proses pendidikan, pelatihan kerja atau pengalaman yang telah dilampui, ditunjukan melalui deskriptor level tertentu. Penelitian ini berusaha melihat bagaimana prosedur penyelenggaraan Implementasi Kurikulum berbasis KKNI pada Program Studi (Prodi) S1 Ilmu Komunikasi Universitas Informatika dan Bisnis Indonesia (UNIBI). Rumusan masalah penelitian nya adalah: (1) bagaimana prosedur perencanaan implementasi kurikulum berbasis KKNI, (2) bagaimana prosedur pelaksanaan implementasi kurikulum berbasis KKNI, (3) bagaimana prosedur evaluasi implementasi kurikulum berbasis KKNI, (4) faktor-faktor yang mempengaruhi dalam Implementasi Kurikulum berbasis KKNI. Metode penelitian disini menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dengan observasi, angket wawancara dan studi dokumen. Subjek Penelitian disini ialah Kepala Prodi Ilmu Komunikasi UNIBI dan seluruh Dosen Prodi Ilmu Komunikasi UNIBI. Hasil Penelitian menggambarkan bahwa (1) perencanaan kurikulum KKNI pada Prodi Ilmu Komunikasi UNIBI sudah sesuai dengan instruksi dari Belmawa dan Ristekdikti, (2) pelaksanaan Implementasi Kurikulum KKNI belum optimal namun sudah sesuai dengan aturan pemerintah dan prodi hanya baru mengimplementasikan kurikulum yang bersifat pembaharuan dokumen, (3) Prodi Ilmu Komunikasi belum melakukan evaluasi kurikulum KKNI secara menyeluruh, hal tersebut dikarenakan kurikulum KKNI baru diterapkan pada tahun ajaran 2016/2017 jadi Prodi ilmu komunikasi hanya melakukan evaluasi kinerja dosen oleh mahasiswa dan evaluasi hasil belajar mahasiswa, (4) hal-hal yang mempengaruhi implementasi kurikulum KKNI diantaranya kurikulum itu sendiri (Kurikulum KKNI), dosen, mahasiswa, sarana prasarana, stakeholders. Kata Kunci : Implementasi, Kurikulum, KKNI, The background of the study is the rule and regulations issued by the government about the implementation of Indonesia National Qualification Framework (KKNI) in higher education curriculum. The priciple of Indonesia National Qualification Framework are assessing a person in the aspect of knowledge, skill and expertise based on learning achievement that obtained through education proces, job training and experience passed. It is shown through descriptor of a certain level. The study aims to observe how is the procedure of KKNI based curriculum are implemented in Communication Studies Program Universitas Informatika dan Bisnis Indonesia (UNIBI). The formulation of the problems are: (1) How is the planning procedure of KKNI based curriculum implementation, (2) How is the procedure of KKNI based curriculum implemented, (3) How is the evaluation procedure of KKNI based curriculum implementation, (4) What is influencing factors of KKNI based curriculum Implementation. The study use descriptive method with qualitative approach. The data are collected within observation, questionnaire, interview and document studies. The subject of the study are the Head of Communication Studies Program and all lecturers of Communication Studies Program UNIBI. The study finds that (1) the planing of KKNI based curriculum in Communication Studies Program UNIBI is appropriate in accordance to Directorate General of Learning and Students Affairs of Ministry of Research, Technology and Higher Learning instruction, (2) the implementation of KKNI based curriculum is still not yet optimal, the implementation is only in document renewal phase, (3) the evaluation of KKNI based curriculum is not conducted completely, It is caused because the KKNI based curriculum implented in 2016/2017 school year, therefore, the evalution is only in lecturers performance evaluation and students learning results phase, (4) the influencing factors of KKNI based curriculum are the curriculum itself, lecturers, students, infrastructure and stakeholders.
