Abstract

Latar belakang penelitian ini adalah rendahnya tingkat kedisiplinan pegawai terhadap aturan organisasi, kurangnya semangat dalam melakukan pekerjaan, kurangnya inisiatif dan ketersediaan pegawai membantu rekan kerja, dan kurangnya toleransi pegawai terhadap keadaan yang dianggap kurang ideal dalam organisasi, menandakan bahwa perilaku kewargaorganisasian (organizational citizenship behavior) masih rendah. Belum optimalnya perilaku kewargaorganisasian (organizational citizenship behavior) dapat disebabkan salah satunya oleh budaya organisasi dan komitmen organisasi. Tujuan dari penelitian ini adalah untuk mengetahui gambaran dan bagaimana budaya organisasi dan komitmen organisasi dapat mempengaruhi perilaku kewargaorganisasian (organizational citizenship behavior). Penelitian ini menggunakan metode deskriptif dan verifikatif. Populasi dalam penelitian ini adalah 163, karena jumlah populasi melebihi dari 100 maka sampel diambil sebanyak 68 orang pegawai Dinas Tanaman Pangan dan Hortikultura Provinsi Jawa Barat. Teknis analisi yang digunakan adalah koefisien korelasi pearson product moment dan analisis regresi ganda. Hasil penelitan menunjukan bahwa budaya organisasi, komitmen organisasi dan perilaku kewargaorganisasian (organizational citizenship behavior) berada pada kategori sangat tinggi. Hasil perhitungan korelasi menunjukan budaya organisasi dengan perilaku kewargaorganisasian (organizational citizenship behavior) memiliki hubungan yang signifikan positif dengan klasifikasi sedang, sedangkan komitmen organisasi dengan perilaku kewargaorganisasian (organizational citizenship behavior) memiliki hubungan yang signifikan positif dengan klasifikasi sangat tinggi. Nilai Adjusted R Square sebesar 0,587 memiliki arti bahwa perilaku kewargaorganisasian (OCB) dipengaruhi oleh budaya organisasi dan komitmen organisasi sebesar 58,7%.,---The background of this study is Low levels of employee discipline against the rules of the organization, the lack of passion in doing the work, lack of initiative and availability of employees to help co-workers, and a lack of tolerance towards state employees who are considered less than ideal in the organization, signifying that organizational citizenship behavior is still low. Not optimal of organizational citizenship behavior may be caused in part by the organizational culture and organizational commitment. The purpose of this study is to describe and how organizational culture and organizational commitment can affect the organizational citizenship behavior. This research uses descriptive method and verifikatif. The population in this study is 163, because the population exceeds 100, the samples taken as many as 68 employees of Food Crops and Horticulture West Java Province. Technical analysis is used is the pearson product moment correlation coefficient and multiple regression analysis. Research results showed that organizational culture, organizational commitment and organizational citizenship behavior are at very high category. The results showed a correlation calculation with the organizational citizenship behavior had a significant association with the classification being positive, while the organizational commitment to the organizational citizenship behavior had a positive significant relationship with a very high classification. Adjusted R Square value of 0.587 means that the organizational citizenship behavior is influenced by the organizational culture and organizational commitment amounted to 58.7%.
