Abstract
Penelitian ini dilatar belakangi oleh masalah kinerja aparatur pemerintahan yang belum memberikan perubahan signifikan bagi perbaikan layanan publik. Penelitian ini bertujuan untuk mengetahui 1) penyelenggaraan Diklat kepemimpinan pola proyek perubahan, 2) Faktor pendukung dan penghambat yang dialami, dan 3) Efektivitas penyelenggaraan Diklat kepemimpinan pola proyek perubahan. Landasan konseptual yang digunakan dalam penelitian ini yaitu konsep efektivitas, konsep pelatihan, manajemen pelatihan, dan kompetensi. Penelitian ini dilakukan di PKP2A Bandung dengan menggunakan pendekatan kualitatif dan metode deskriptif. Sumber informasi dalam penelitian ini yaitu pengelola, peserta, dan fasilitator. Pengumpulan data menggunakan teknik wawancara, studi dokumentasi, dan observasi, sedangkan analisis data menggunaakan teknik reduksi, display dan penarikan kesimpulan. Hasil penelitian menunjukan bahwa Penyelenggaraan Diklat kepemimpinan pola proyek perubahan sudah berjalan dengan baik. ditinjau dari aspek perencanaan, desain diklat telah diatur dengan baik dalam pedoman. Pada aspek pelaksanaan, pembelajaran dilakukan dengan sistem on dan off kampus yang dibagi kedalam lima tahapan. Setiap tahapan pembelajaran menekankan pada praktik kepemimpinan melalui implementasi proyek perubahan. Pada aspek evaluasi, penilaian terhadap peserta menekankan pada aspek perencanaan inovasi dan manajemen perubahan, hasil evaluasi menunjukan sebagian besar peserta mendapat predikat memuaskan yang mengindikasikan diklat tersebut telah mampu meningkatkan kompetensi lulusan. Faktor pendukung dalam penyelenggaraan diklat ini yaitu kejelasan aturan penyelenggaraan dan profesionalisme dari fasilitator. Faktor penghambatnya yaitu padatnya jadwal diklat tidak sesuai dengan SDM yang dimiliki. Penyelenggaraan diklat kepemimpinan pola proyek perubahan telah berjalan dengan efektif namun kurang efisien dari segi pembiayaan.---; This study was motivated by an issue of government officials’ performance that has not given a significant change for a better public service. The aim was to investigate 1) organizing leadership training of change project training 2) supporting and inhabiting factors 3) the effectiveness of organizing leadership training. The basic concepts used in this study were effectiveness, training concept, training management, and competence. This study was conducted at PKP2A in Bandung by using qualitative approach and descriptive method. The main sources in were obtained from the organizer, participants, and facilitator. The data collection techniques applied in this study were interview, documentation study, and observation. The data analysis used were reduction, display, and summarizing. The result of this study showed that the organization of leadership training was successful. In terms of aspects of planning, the design was planned properly as the guidelines. In the aspect of implementation, the learning was conducted using on and off system in campus which divided into five phases. Each phase of learning emphasizes on leadership practice through implementation project changes. In the aspect of evaluation, the assessment on participants emphasizes on aspect of planning innovation and change management, the evaluation result showed that most of participants gained satisfactory result indicating the training has been able to improve competence of the graduates. The supporting factor in this training organization was the clarity of the rules and the professionalism of the facilitator. The inhibiting factor was the tight schedule of the training that was not suitable with the human sources. The leadership training of change project pattern was implemented successfully but was not efficiently in terms of financing.
