Abstract

Rendahnya mutu pendidikan di Indonesia sebagian besar diakibatkan oleh rendahnya kualifikasi dan kompetensi guru. Beragam bentuk sistem mulai dari pelatihan, sistem kompensasi untuk kinerja profesional, self assesment maupun induksi belum sepenuhnya optimal, sehingga pembangunan sistem untuk meningkatkan profesionalitas guru diharapkan dapat menyelesaikan beberapa permasalahan yang dihadapi dalam efektifitas pengelolaan SDM dilingkungan pendidikan dan persekolahan yang masih perlu diperbaiki baik secara konsep maupun praktis. Berdasarkan hal tersebut, penelitian ini bertujuan untuk menganalisis efektifitas pengelolaan pengembangan profesionalitas guru di Kabupaten Bogor yang mencakup: analisis kebutuhan, perencanaan, implementasi, evaluasi program dan merancang alternatif model pengembangan profesionalitas guru untuk pemerintah daerah yang efektif yang sesuai dengan ketentuan perundangan. Pendekatan penelitian menggunakan kualitatif dengan studi kasus (case study research). Pengumpulan data melalui wawancara mendalam, studi dokumentasi. Penentuan partisipan melalui teknik purposive dan snowball yaitu Dinas Pendidikan, Badan Kepegawaian Pendidikan dan Pelatihan (BKPP), Kepala Sekolah dan Guru di Kabupaten Bogor. Hasil penelitian menunjukan bahwa empat temuan esensial terkait 1) Analisis kebutuhan sekolah terhadap guru profesional belum menyertakan kondisi-kondisi sekolah secara mendetail; 2) Sulitnya menyusun skala prioritas pemenuhan kebutuhan guru profesional; 3) Implementasi pelaksanaan pelatihan belum optimal; 4) Evaluasi faktor non teknis jarang menjadi perhatian para penyelenggara pelatihan. Sehingga perlu adanya perbaikan pada penyelenggaraan program pengembangan profesionalitas guru.; The quality of education in Indonesia is largely due to low qualification and competence of teachers. Various forms ranging from the training system, the compensation system for professional performance, self assesment and induction has not been fully optimized, so that the development system to improve the professionalism of teachers are expected to resolve some of the problems faced in the effective management of human resources in the education and schooling still need to be improved both conceptually and practically. Based on this, this study aims to analyze the effectiveness of the management of teacher professional development in Bogor district that includes:need analysis, planning, implementation, evaluation and designing an alternative model of effectiveness of teachers professional development to local goverments in accordance with the provisions of the legislation. The research method used was a qualitative method. Qualitative research approach used is a case study, the process data collection is done through in depth interview and documentation. Determination of the respondents were purposively sampled and snowball. Responden are Dinas Pendidikan, Badan Kepegawaian Pendidikan Pelatihan (BKPP), Principal and Teachers in Bogor District. The result showed the essential findings related to: 1) analysis of the need for teacher professional school does not yet include the conditions detailed school; 2) the difficulty of preparing meet the needs of professional teachers; 3) implementation of training is not optimal; 4) evaluation of non-technical factors are rarely a concern amongst raining providers. So, need for improvement in teachers development program.
