Abstract

Penelitian ini dilatarbelakangi oleh paradigma baru Pendidikan Kewarganegaraan yang memiliki tujuan utama mengembangkan civic competence salah satunya adalah civic skill. Adapun cakupan dari civic skill salah satunya adalah civic participatory skill. Keterampilan partisipatori sangat penting dimiliki oleh siswa sebagai generasi muda agar siswa dipersiapkan untuk berperan serta aktif warga negara dimasa mendatang. Maka salah satu upaya yang dilakukan oleh pihak sekolah untuk mengembangkan keterampilan partisipatori siswa adalah menerapkan sistem E-Voting dalam pemilihan ketua OSIS. SMA Al-Muttaqin Tasikmalaya adalah salah satu sekolah yang menerapkan sistem E-Voting sebagai media pengembangan keterampilan participatory skill siswa. Adapun tujuan dari penelitian ini adalah untuk mengetahui peranan penggunaan sistem E-Voting terhadap pengembangan civic participatory skill siswa. Metode yang digunakan dalam penelitian ini adalah metode deskriptif, serta pendekatan peneltiannya adalah kualitatif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan studi dokumentasi. Penelitian ini menggunakan teori dari Branson (1988) mengenai indikator kecakapan dalam keterampilan kewarganegaraan. Hasil temuan dalam penelitian ini adalah: (1) proses pengembangan civic participatory skill siswa melalui kegiatan pemilihan ketua OSIS menggunakan sistem E-Voting di SMA Al-Muttaqin Tasikmalaya diantaranya melalui beberapa tahapan dimulai dari tahapan perencanaan, pelaksanaan dan evaluasi. (2) kendala yang dihadapi dari diterapkannya sistem E-Voting dalam pemilihan ketua OSIS SMA Al-Muttaqin Tasikmalaya terbagi menjadi dua yakni secara internal dan secara eksternal. (3) upaya yang dilakukan dalam mengatasi kendala adalah melalui dua cara yakni secara teknis dan non-teknis. (4) Respon siswa terhadap diterapkanya sistem E-Voting dalam pemilihan ketua OSIS untuk meningkatkan civic participatory skill di SMA Al-Muttaqin Tasikmalaya sangatlah postif. Dengan demikian dapat disimpulkan bahwa diterapkannya sistem E-Voting dalam pemilihan ketua OSIS di SMA Al-Muttaqin Tasikmalaya cukup berperan untuk mengembangkan keterampilan partisipatori siswa. Adapun rekomendasinya adalah sebuah sistem akan berjalan baik bilamana semua pihak mendukung dengan tidak mengandalkan salah satu pihak, sehingga tujuan pembelajaran dapat melahirkan generasi muda yang memiliki keterampilan dalam berpartisipasi. Kata Kunci : Sistem E-Voting, Civic Participatory Skill, OSIS. This research is motivated by a new paradigm of Citizenship Education that has the main objective to develop civic competences, one of them is a civic skill. One of the civic sills is a civic participatory skill. Participatory skill is a crucial skill to be possessed by the students as youth so that they can be active citizens in future time. Therefore, one of the efforts that can be made by the school to develop the students’ participatory skill is applying the E-voting system in E-Voting in the election of the head of OSIS (student organization). SMA Al-Muttaqin Tasikmalaya is one of the schools that implement the E-Voting system as a tool in developing the students’ participatory skill. The purpose of this study was to investigate the role of the use of E-Voting system in developing the students' civic participatory skill. The method used in this qualitative research was descriptive. Data for this research was collected using interviews, observation, and documentation study. Grand theory for this research used from Branson (1988) said about civic participatory skill indicates. The findings of this study are: (1) the development of the students’ participatory skills in the election of the head of OSIS in SMA Al-Muttaqin Tasikmalaya was conducted through several stages starting from the stage of planning, implementation and evaluation; (2) the obstacles encountered in applying the E-Voting system in the election of the head of OSIS in SMA Al-Muttaqin Tasikmalaya were divided into two types, internal and external; (3) the efforts made to overcome the constraints were two ways namely technical and non-technical; (4) the students’ responses upon the implementation of the system E-Voting in the election of the head of OSIS to develop their participatory civic skills at SMA Al-Muttaqin Tasikmalaya are positive. It can be concluded that the implementation of the E-Voting system in the election of the head of OSIS in SMA Al-Muttaqin Tasikmalaya is have a role in developing the students’ participatory skill. It is recommended that a good system will run when all parties support it by not relying only on particular side, so that the learning objectives in resulting the youth who have participatory skill could by achieved.
