Abstract

Penelitian ini tentang kinerja guru dalam perencanaan pembelajaran PKn, yang di dalamnya membahas mengenai proses penyusunan rencana pelaksanaan pembelajaran (RPP) yang dilakukan oleh guru mata pelajaran PKn. Penelitian ini dilatar belakangi oleh pentingnya penyusunan perencanaan pembelajaran. Maka dari itu, guru yang professional diharuskan menyusun perencanaan pembelajaran sebelum melaksanakan pembelajaran di kelas. Hal ini dikarenakan tanpa perencanaan yang baik sulit mengahasilkan pembelajaran yang baik. Berkaitan dengan hal tersebut perencanaan pembelajaran sangat berperan penting dalam memandu guru untuk melaksanakan tugas profesionalnya sebagai pendidik dalam rangka melayani segala kebutuhan belajar peserta didiknya. Berdasarkan hal itu penulis tertarik untuk menyusun penelitian dengan judul ”Analisis Kinerja Guru dalam Menyusun Perencanaan Pembelajaran PKn (Studi Deskriptif di SMA N 1, 2 dan SMA N 3 Ciamis)”. Penelitian ini berupaya untuk mengungkap beberapa rumusan masalah yaitu (1) Bagaimana proses penyusunan RPP yang dilakukan oleh guru mata pelajaran PKn?, (2) Hambatan apa yang dialami oleh guru PKn dalam penyusunan RPP?, (3) Bagaimana upaya yang dilakukan oleh guru PKn dalam mengatasi hambatan dalam penyusunan RPP?. Adapun tujuan dari penelitian ini adalah untuk mengungkap kinerja guru dalam perencanaan pembelajaran Pendidikan Kewarganegaraan di SMA Negeri 1 Ciamis, SMA Negeri 2 Ciamis dan SMA Negeri 3 Ciamis. Metode penelitian dalam skripsi ini menggunakan metode deskriptif dengan pendekatan kuantitatif dan kualitatif (Mixed Methods). Adapun pengumpulan data yang dilakukan dalam penelitian ini adalah observasi penilaian RPP, studi dokumentasi dan wawancara. Hasil Penelitian menunjukkan bahwa: proses penyusunan RPP yang dilakukan oleh guru mata pelajaran PKn (1) mengkaji silabus, mengisi kolom identitas, mencantumkan kompetensi inti, kompetensi dasar dan indikator, merumuskan tujuan pembelajaran, merumuskan materi pembelajaran, menentukan model atau metode pembelajaran, menentukan media belajar, menyusun skenario pembelajaran, menyusun alat evaluasi dan menentukan sumber belajar, (2) Kinerja guru PKn dalam menyusun RPP sudah termasuk dalam kategori sangat baik. Hambatan yang dialami oleh guru PKn dalam menyusun RPP yaitu (1) Masih rendahnya pemahaman guru akan metode atau model pembelajaran, (2) pengetahuan guru akan materi kurikulum 2013 juga masih kurang, (3) Kadang-kadang guru kurang inovatif dalam menyusun RPP dan (4) Kurangnya motivasi dan supervisi dari kepala sekolah. Upaya yang dilakukan oleh guru PKn dalam mengatasi hambatan dalam menyusun RPP yaitu (1) Sharing dengan guru lainnya di lingkup satu sekolah, (2) Sharing di forum kegiatan MGMP mata pelajaran PKn dan dari pihak sekolah mengadakan In House Training (IHT). Adapun rekomendasi yang ingin disampaikan kepada guru yakni diharapkan guru tidak hanya mengandalkan kegiatan MGMP saja melainkan harus ditunjang dengan usaha sendiri meliputi browsing di internet yang berkaitan dengan kurikulum 2013, membaca dokumen dan peraturan yang berkaitan dengan kurikulum 2013. Kemudian untuk sekolah diharapkan kegiatan In House Training (IHT) kurikulum 2013 di lingkungan sekolah sebaiknya dilaksanakan secara berkelanjutan. Kata Kunci: Kinerja Guru, Perencanaan Pembelajaran, RPP. This study is associated with teacher’s performance in Civic Education lesson planning, which covers the process of designing lesson plan made by the Civic Education teachers. This study was motivated by the importance of designing lesson plan. Therefore, professional teachers were required to design the lesson plan prior to teaching in the class. This is due to a good teaching learning process cannot be gained without a good planning. Regarding that, the lesson plan does take an important role in guiding the teachers to fulfil their professional role as educators for the sake of serving every single need of their students. Based on the proposed background, researcher was interested in conducting a research entitled “An Analysis of Teacher’s Performance in Designing Lesson Plan of Civic Education (Descriptive Study in SMA N 1, 2 and SMA N 3 Ciamis)”. This study was to reveal some research questions. Those are (1) How is the process of designing lesson plan made by the Civic Education teachers?, (2) What are the barriers experienced by the Civic Education teachers in designing lesson plan?, (3) How are the efforts made by the Civic Education teachers in overcoming the barriers in designing lesson plan?. Furthermore, this study aimed at investigating the teachers’ performance in designing lesson plan of Civic Education in SMA Negeri 1 Ciamis, SMA Negeri 2 Ciamis and SMA Negeri 3 Ciamis. This study employed a descriptive method by using both quantitative and qualitative approach (Mixed Methods). The data collection used in this study was observation of lesson plan assessment, documentation study and interview. In addition, the findings show that: the process of designing the lesson plan made by the Civic Education teachers (1) examining the syllabus, fulfilled the identity column, stated the core competences, basic competences and indicators, formulated the purposes of the teaching learning process, formulating the teaching learning materials, determining the teaching learning model and method, determining the learning media, formulating the teaching learning scenario and arranging evaluation tools and learning resources and (2) the Civic Education teachers’ performance in designing the lesson plan could be included to a very good category. Furthermore, there were some barriers experienced by the Civic Education teachers in designing lesson plan, those are (1) the teachers’ comprehension in terms of the teaching learning method is still low, (2) the teachers’ knowledge in terms of curriculum 2013 materials is still lack, (3) the teachers sometimes less innovative in designing lesson plan and (4) lack of motivation and supervison from the principal. The efforts did by the Civic Education teachers in overcoming the barriers during designing lesson plan are (1) Sharing with the other teachers from the same school, (2) Sharing in the MGMP of Civic Education forum and for the school to hold In House Training (IHT). Finally, the recommendation from this study for the teachers is to not only depending on the MGMP but also should be supported by their own efforts including browsing in the internet regarding the curriculum 2013, reading document and rules regarding the curriculum 2013. Additionally, for the schools, it is hoped that In House Training program of the curriculum 2013 in the school environment is better done continuously.
