Abstract
Mutu layanan akademik merupakan faktor yang sangat perlu mendapat perhatian khusus, karena mutu layanan akademik merupakan wujud yang nyata dalam pelayanan kegiatan proses pembelajaran. Faktor – faktor yang mempengaruhi mutu layanan akademik yaitu kepemimpinan visioner kepala sekolah dan pemanfaatan fasilitas pendidikan. Masalah dalam penelitian ini yaitu seberapa besar pengaruh kepemimpinan visioner kepala sekolah dasar negeri dan pemanfaatan fasilitas pendidikan terhadap mutu layanan pada Sekolah Dasar Negeri se UPT Dinas pendidikan Wilayah Tengah Kota Tasikmalaya. Tujuan penelitian ini yaitu untuk mengetahui : Kepemimpinan visioner kepala sekolah dasar negeri, pemanfaatan fasilitas pendidikan, mutu layanan akademik, pengaruh kepemimpinan visioner kepala sekolah dasar negeri terhadap mutu layanan akademik, pengaruh pemanfaatan fasilitas pendidikan terhadap mutu layanan akademik dan pengaruh kepemimpinan visioner kepala sekolah dasar negeri dan pemanfaatan fasilitas pendidikan secara simultan terhadap mutu layanan akademik pada Sekolah Dasar Negeri se UPT Dinas Pendidikan Wilayah Tengah Kota Tasikmalaya. Metode penelitian yang digunakan dalam penelitian ini ,yaitu survey dengan menggunakan pendekatan kuantitatif melalui analisis deskriptif Populasi penelitian ini sebanyak 49 kepala sekolah 499 guru sekolah dasar negeri Jumlah sampel yang diambil sebanyak 144 jumlah guru. Tekhnik pengambilan sampel menggunakan tekhnik Proportionate Random Sampling. Pengumpulan data dengan mengunakan angket tertutup dengan 5 skala penilaian (Likert).Hasil penelitian kepemimpinan visioner kepala sekolah pada sekolah dasar negeri se UPT Dinas Pendidikan Wilayah Tengah Kota Tasikmalaya, berada pada katagori sangat tinggi,pemanfaatan fasilitas pendidikan pada sekolah dasar negeri se UPT Dinas Pendidikan Wilayah Tenga Kota Tasikmalaya,berada pada katagori sangat tinggi dan mutu layanan akademik pada sekolah dasar negeri se UPT Dinas Pendidikan Wilayah Tenaga Kota Tasikmalaya,berada pada katagori sangat tinggi. Selain itu, pengaruh kepemimpinan visioner kepala sekolah dasar negeri terhadap mutu layanan akademik sedang, pengaruh pemanfatan fasilitas pendidikan terhadap mutu layan akademik barada pada katagori kuat, dan pengaruh kepeimpinan visioner kepala sekolah dan pemanfaatan fasilitas pendidikan terhadap mutu layanan akademik berada pada katagori sangat kuat.Rekomendasi yang di sarankan untuk peningkatan kepemimpinan visioner yaitu rumusan visi dan misi sekolah disosialisasikan secara intens. Untuk meningkatkan pemanfaatan fasilitas pendidikan digunakan secara afektif dan efisien. Mutu layanan akademik ditingkatkan dengan mengadopsi pendekatan Total Quality Management (TQM) ----------The quality of academic service is a factor that needs to be speciallyconsidered, since it is the real existence of the service of learning process activity. Many factors influence the quality of academic service. Factors that influence the quality of academic service are the principal’s visionary leadership and the use of educational facilities. The problem of this study is how much the influence of the principal’s visionary leadership and the use of educational facilities toward the quality of service in elementary schools in all UPT DinasPendidikan Wilayah Tengah Kota Tasikmalaya. The aim of this study is to know: the principal’s visionary leadership, the use of educational facilities, the quality of academic services, the influence of the principal’s visionary leadership in elementary school toward the quality of academic services, the influence of the use of educational facilities toward the quality of academic services and the influence of the principal’s visionary leadership and the use of educational facilities simultaneously toward the quality of academic services in elementary schools in all UPT DinasPendidikan Wilayah Tengah Kota Tasikmalaya.The method used in this study is survey with quantitative approach through descriptive analysis. The population of this study is 49 principals and 499 teachers of all elementary schools in UPT DinasPendidikan Wilayah Tengah Kota Tasikmalaya. The sample used is 144 teachers. The technique used to collect sample is Proportionate Random Sampling. The data collection use closed-questionnaire with 5 assessments scale (Likert).The result of this study shows that both the principal’s visionary leadership and the use of educational facilities in all elementary school in UPT DinasPendidikan Wilayah Tengah Kota Tasikmalaya is at very high category, and the quality of academic services in all elementary school in UPT DinasPendidikan Wilayah Tengah Kota Tasikmalaya is at very high category as well.Besides, the influence of the principal’s visionary leadership toward the quality of academic services is at moderate category, the influence of the use of educational facilities toward the quality of academic services is at strong category, and the influence of the principal’s visionary leadership and the use of educational facilities toward the quality of academic services is at very strong category.The suggested recommendation for the improvement of visionary leadership is the formulation of the school vision and mission is socialized intensively and used as slogan and jargon. To improve the use of educational facilities so that affectively and efficientlyused. The quality of academic services increased by adopting Total Quality Management (TQM) approach.
