Abstract
Produktivitas memiliki peranan yang sangat penting bagi PPPPTK Kemendikbud untuk melihat sejauhmana PPPPTK dapat mencapai tujuan secara efektif dan efisien melalui proses pengembangan dan pemberdayaan sumberdaya organisasi (input) hingga mampu menghasilkan produk (output) yang lebih baik sesuai dengan visi, misi dan tujuan organisasi. Permasalahan yang terjadi bahwa tingkat produktivitas PPPPTK dinilai masih rendah, hal ini dikarenakan sumber daya organisai (input) belum dikelola dengan optimal, sehingga banyak program yang dilaksanakan tidak sesuai harapan, dikarenakan tugas dan fungsi yang menjadi kegiatan pokok belum berjalan optimal. Di sisi lain sistem manajemen mutu ISO 9001:2008 untuk mendukung implementasi perencanaan strategik dalam mencapai tujuan belum memberikan pengaruh signifikan terhadap peningkatan produktivitas. Penelitian ini bertujuan untuk ; (1) memperoleh gambaran Sistem Manajemen Mutu PPPPTK; (2) mendapatkan gambaran Implementasi Perencanaan Strategik PPPPTK; (3) memperoleh gambaran Produktivitas Organisasi PPPPTK; (4) mengidentifikasi seberapa besar pengaruh Sistem Manajemen Mutu terhadap Produktivitas PPPPTK; (5) mengidentifikasi seberapa besar pengaruh Implementasi Perencanaan Strategis terhadap Produktivitas PPPPTK; (6) untuk menganalisis dan mengidentifikasi seberapa besar pengaruh Penerapan Sistem Manajemen Mutu dan Implementasi Strategik terhadap Produktivitas PPPPTK. Metode yang digunakan dalam penelitian ini adalah metode deskriptif analitik dengan pendekatan kuantitatif. Teknik pengumpulan data dengan menggunakan kuesioner skala lima. Jumlah responden berjumlah 84 orang diambil dari 12 PPPPTK secara purposive sampling Hasil penelitian menunjukan penerapan sistem manajemen mutu, implementasi perencanaan strategik dan produktivitas organisasi berada pada kategori tinggi. Secara parsial penerapan sistem manajemen mutu dan implementasi perencanaan startegik berkengaruh positif dan signifikan terhadap produktivitas organisasi. Secara simultan penerapan sistem manajemen mutu dan implementasi perencanaan strategik berpengaruh positif dan siginifikan terhadap produktivitas PPPPTK Kemendikbud. Berdasarkan hasil penelitian, peneliti merekomendasikan kepada PPPPTK untuk; (1) melaksanakan sosialisasi tentang fungsi organisasi sebagai suatu sistem kepada seluruh pegawai dan pejabat eselon per tiga bulan melalui kegiatan rakor, workshop maupun sosialisasi terbuka (2) melibatkan semua bagian organisasi ditingkat lower, midle maupun top management untuk berpartisipasi dalam penyusunan implementasi program; (3) Melakukan pengembangan dan pemberdayaan seluruh SDM secara bertahap mulai tingkat top, middle dan lower, melalui diklat, dikjut, seminar, IHT dan TOT dalam setiap tahunnya. Productivity has a very important role to CDETEP of Kemendikbud for viewing how far CDETEP achieve goals effectively and efficiently through a process development and empowerment organizational resources (inputs) to be able to produce the product (output) that suitable with the vision, mission and goals of the organization. Problems occurred that the level of productivity was considered low. Because the organizations resources (inputs) have not managed optimally, so that many programs are not implemented as expected, beside that the tasks and functions that become principal activities have not run optimally. On the other hand the ISO 9001:2008 quality management system to support the implementation of strategic planning in achieving the goal has not been a significant effect on productivity improvement. The purpose of this research is to test and analyze (1) obtain a viewing Quality Management System; (2) obtain a viewing Strategic Planning Implementation; (3) obtain a Viewing Productivity Organization; (4) identify the Quality Management System to organization Productivity; (5) identify influence the implementation of the Strategic Planning to organization Productivity; (6) to analyze and identify influence the application of Quality Management System and Implementation of the Strategic to organization Productivity The sample used in this research consists of 84 respondents from 12 CDETEP of Kemendikbud. The method of sampling used is by purposive sampling, method data analysis used are multiple linear regression analysis. Based on the results of data analysis, the regression equations obtained are as follows: The results showed the implementation of quality management systems and implementation of strategic planning and organizational productivity at the high category. Partial infulence that implementation of the quality management system and implementation planning have positive influence and significant on the organizational productivity. Simultaneous influence that application of the quality management system and implementation of strategic planning have positive effect and significant on productivity of CDETEP Kemendikbud. Based on the results of the study, the researcher recommend to PPPPTK for; (1) the dissemination of the functioning of the organization as a system to all employees and officials of echelon per three months through coordination meetings, workshops and open dissemination (2) involving all parts of the organization the lower level, midlle and top management to participate in the preparation of the implementation of the program; (3) Perform the development and empowerment of all human resourches gradually began to level top, middle and lower, through training, study, seminars, IHT and TOT in each year.
