Abstract
Penelitian ini bertujuan untuk menentukan lokasi-lokasi efektif bagi pendirian Sekolah Lanjutan Tingkat Pertama (SLTP) baru di Kecamatan Haurwangi Kabupaten Cianjur, berbasis sistem informasi geografis (SIG). Pendekatan campuran model explanatory sequential design diadopsi. Pertanyaan penelitian pertama hingga ketiga diproses secara kuantitatif, dan pertanyaan penelitian keempat diproses secara kualitatif. Triangulasi menjadi teknik pengumpulan data. 7 parameter yang mencerminkan aksesibilitas dan keamanan – terdiri dari jalan, jumlah penduduk, sungai, kemiringan lereng, kerawanan longsor dan gempa, serta penggunaan lahan, seluruhnya direduksi untuk menenentuan lokasi efektif bagi SLTP baru. Teknik analisis data terkombinasi – meliputi analisis deskriptif, analisis spasial berbasis scoring, overlay fitur union, peninjauan citra satelit, dan geocoding digunakan dengan ArcGIS pro versi 3.0, serta analisis tematik yang didukung Nvivo versi 12. Hasil: 1) APM Kabupaten Cianjur jenjang SLTP tahun 2023 sebesar 77,127. Lebih dari 22% masyarakat usia 12-15 tahun belum mengakses layanan SLTP. 2) Terdapat 8 SLTP eksisting yang tersebar secara tidak merata pada 6 Desa dari 8 Desa yang ada. Sebaran yang tidak merata paling menonjol ketika Desa Haurwangi dibandingkan dengan Desa Sukatani. 3) Peta dan 40 koordinat lokasi efektif pendirian SLTP baru di 8 Desa berhasil diciptakan, bersamaan dengan anjuran penggunaan model konstruksi sekolah tahan gempa karena ditemukan kerawanan gempa. 4) Merespon mekanisme penentuan lokasi SLTP baru yang berlaku, rencana pemenfaatan dirancang melalui 2 tindakan; a) sosialisasi lokasi-lokasi efektif terhadap lembaga penyelenggara SLTP; b) mengusulkan lokasi-lokasi efektif sebagai bagian dari Rencana Detail Tata Ruang (RDTR). Kekuatan dari kedua rencana tersebut merangkai kerangka teoretis model Edujustice yang dapat digunakan untuk memanfaatkan hasil penelitian relevan di masa depan. Hasil penelitian ini sangat berharga karena mengandung kepeloporan dalam memetakan lokasi sekolah yang masih sedikit dilakukan di Indonesia. Implikasi penelitian ini adalah pemetaan lokasi sekolah sebagai suatu tahapan kunci dalam penerbitan ijin operasional SLTP baru. Penelitian lanjutan school mapping pada daerah lain direkomendasikan untuk perluasan pemerataan pendidikan. This research aims to determine effective locations for establishing new Junior High Schools (SLTP) in Haurwangi, Cianjur Regency, based on a geographic information system (GIS). A mixed-methods explanatory sequential design model approach was adopted. The first to third research questions were processed quantitatively, and the fourth research question was processed qualitatively. Triangulation is used as a data collection technique. The 7 parameters reflecting accessibility and safety – consisting of roads, population density, rivers, slope inclination, landslide and earthquake vulnerability, and land use – were all reduced to determine an effective location for the new junior high school. A combination of data analysis techniques – including descriptive analysis, score-based spatial analysis, feature union overlay, satellite image review, and geocoding – was used with ArcGIS Pro version 3.0, as well as thematic analysis supported by NVivo version 12. Results: 1) The APM for Cianjur Regency at the junior high school level in 2023 is 77.127. More than 22% of the population aged 12-15 have not yet accessed junior high school services. 2) There are 8 existing junior high schools, which are unevenly distributed across 6 of the 8 existing villages. The most significant uneven distribution is seen when comparing Haurwangi Village to Sukatani Village. 3) Maps and 40 location coordinates for the effective establishment of new SLTP in 8 villages were successfully created, along with recommendations for using earthquake-resistant school construction models due to the discovery of earthquake vulnerability. 4) Responding to the applicable mechanism for determining the location of new junior high schools, the utilization plan is designed through 2 actions: a) Socializing effective locations to the employees of SLTP; b) proposing effective locations as part of the Detailed Spatial Planning (RDTR). The strengths of both plans form the theoretical framework of the Edujustice model, which can be used to leverage relevant research findings in the future. The results of this research are highly valuable because they represent pioneering work in mapping school locations, which is still relatively rare in Indonesia. The implication of this research is the mapping of school locations as a key step in issuing operational permits for new junior high schools. Further research on school mapping in other areas is recommended to expand educational equity.
