    Abstract

    Penelitian ini menjelaskan dinamika pendidikan luar biasa di Indonesia serta peran SLB Negeri Cicendo dalam menyediakan pendidikan yang berkualitas bagi anak berkebutuhan khusus. Temuan tersebut dapat dijadikan acuan dalam evaluasi dan pengembangan pendidikan inklusif di masa depan. Meskipun pendidikan inklusif mulai berkembang, Sekolah Luar Biasa (SLB) masih memegang peran penting dalam memberikan layanan pendidikan khusus bagi ABK. Penelitian ini bertujuan untuk menganalisis perkembangan SLB Negeri Cicendo Bandung dari tahun 1990 hingga 2009, mencakup aspek sejarah, kebijakan, dan tantangan dalam penyelenggaraan pendidikan bagi ABK. Pendekatan yang dipilih adalah metode kualitatif historis yang dilihat dari tahap heuristik, kritik sumber, interpretasi, dan historiografi. Data diperoleh melalui arsip sekolah, wawancara, serta berbagai literatur terkait. Hasil penelitian menunjukkan bahwa SLB Negeri Cicendo telah mengalami perubahan yang cukup signifikan, yaitu dari bentuk swasta di bawah Yayasan P3ATR menjadi sekolah negeri pada tahun 2009. Perubahan tersebut dipengaruhi oleh kebijakan pemerintah, kualitas tenaga pendidik, serta kebutuhan untuk memperbaiki bangunan cagar budaya. Beberapa tantangan yang dihadapi meliputi sarana dan prasarana yang belum memadai, stigma sosial, serta perlunya pelatihan khusus bagi guru. Sekolah Luar biasa merupakan salah satu contoh dari pelaksanaan Pendidikan sesuai dengan pembukaan Undang-Undang dasar negara Indonesia yang berisi mencerdaskan kehidupan bangsa. Untuk itu sepanjang jalan berdiri SLB Negeri Cicendo merek miliki tujuan dalam mencerdaskan anak yang memiliki kekurangan dalam pengetahuan dan fisik mereka tanpa ada hambatan dalam kesetaraan dalam berkehidupan bernegara dan bermasyarakat yang sama. This study explains the dynamics of special education in Indonesia and the role of SLB Negeri Cicendo in providing quality education for children with special needs. These findings can be used as a reference in the evaluation and development of inclusive education in the future. Although inclusive education is starting to develop, Special Schools (SLB) still play a crucial role in providing special education services for children with special needs. This study aims to analyze the development of SLB Negeri Cicendo Bandung from 1990 to 2009, covering historical aspects, policies, and challenges in providing education for children with special needs. The chosen approach is a historical qualitative method viewed from the stages of heuristics, source criticism, interpretation, and historiography. Data were obtained through school archives, interviews, and various related literature. The results show that SLB Negeri Cicendo has undergone quite significant changes, namely from a private form under the P3ATR Foundation to a public school in 2009. This change was influenced by government policies, the quality of teaching staff, and the need to repair cultural heritage buildings. Some of the challenges faced include inadequate facilities and infrastructure, social stigma, and the need for special training for teachers. Special Needs Schools (SLB Negeri Cicendo) are an example of education implementation in accordance with the preamble to the Indonesian Constitution, which states "to educate the nation." Therefore, throughout its existence, the Cicendo State Special Needs School (SLB Negeri Cicendo) has aimed to educate children with intellectual and physical disabilities without hindering them from achieving equality in national and social life.
