Abstract
Penelitian ini bertujuan untuk memetakan penerapan program Sekolah Siaga Bencana (SSB) di sekolah dasar wilayah rawan bencana, khususnya pada kawasan Sesar Lembang, yang dikenal memiliki potensi tinggi terhadap gempa bumi. Fokus penelitian diarahkan pada lima indikator utama, yaitu: pengetahuan, kebijakan, rencana tanggap darurat, sistem peringatan dini, dan mobilisasi sumber daya. Metode penelitian yang digunakan adalah deskriptif kuantitatif dengan teknik survei melalui penyebaran kuesioner kepada kepala sekolah, guru, dan siswa di sepuluh sekolah dasar yang menjadi sampel penelitian. Data yang diperoleh dianalisis secara deskriptif untuk menggambarkan tingkat penerapan setiap indikator di masing-masing sekolah. Hasil penelitian menunjukkan bahwa penerapan SSB di sekolah dasar masih beragam dan belum merata. Pada aspek pengetahuan, sebagian sekolah telah mengintegrasikan materi kebencanaan dalam pembelajaran, namun masih terbatas pada mata pelajaran tertentu dan belum diikuti oleh penyediaan media informasi seperti kalender bencana dan poster. Dari sisi kebijakan, hanya sebagian kecil sekolah yang memiliki dokumen resmi seperti SK gugus siaga bencana atau pedoman rencana darurat, sementara mayoritas belum memiliki kebijakan yang kuat. Pada aspek rencana tanggap darurat, banyak sekolah belum melengkapi fasilitas dasar seperti peta jalur evakuasi, rambu, dan simulasi rutin. Sistem peringatan dini juga belum optimal, dan mobilisasi sumber daya masih terkendala minimnya dukungan dana serta kerjasama lintas instansi. Temuan ini menegaskan bahwa sekolah dasar sebagai lingkungan pendidikan dasar masih membutuhkan penguatan dalam aspek kebencanaan. Implikasi penelitian ini penting tidak hanya bagi pihak sekolah, tetapi juga bagi pemerintah daerah dan lembaga terkait untuk memperkuat kebijakan, dukungan sumber daya, serta pendampingan berkelanjutan. Dengan demikian, keberadaan Sekolah Siaga Bencana dapat benar-benar berfungsi sebagai wadah membangun budaya siaga bencana sejak dini. This study aims to map the implementation of the Sekolah Siaga Bencana (SSB) or Disaster Preparedness School program in elementary schools located in disaster-prone areas, specifically in the Lembang Fault region, which is highly vulnerable to earthquakes. The research focused on five main indicators: knowledge, policy, emergency response planning, early warning systems, and resource mobilization. A descriptive quantitative method was employed by distributing questionnaires to principals, teachers, and students in ten elementary schools selected as research samples. The collected data were analyzed descriptively to illustrate the level of implementation of each indicator across schools. The findings reveal that the implementation of SSB in elementary schools remains uneven and varies significantly. In terms of knowledge, some schools have integrated disaster-related materials into the curriculum, but only within certain subjects and without adequate supporting media such as disaster calendars or posters. Regarding policy, only a small number of schools have official documents such as decrees establishing disaster preparedness teams or emergency response guidelines, while the majority lack formal policy frameworks. In the aspect of emergency response planning, many schools are still without basic facilities such as evacuation maps, signage, and regular simulation practices. Early warning systems are also underdeveloped, and resource mobilization faces challenges due to limited funding and weak inter-institutional cooperation. These results highlight that elementary schools, as fundamental educational institutions, require further strengthening in disaster preparedness. The implications of this research are significant not only for schools but also for local governments and relevant institutions to reinforce policy support, allocate resources, and provide continuous assistance. Thus, the implementation of Disaster Preparedness Schools can serve as a foundation for cultivating a culture of disaster awareness and resilience from an early age.
