Abstract
Penelitian ini bertujuan untuk mengembangkan model asesmen kualitas manajerial kepala sekolah melalui penilaian kinerja berbasis IRACI (Instrument Reliable, Accountable, Cooperative, Innovative) guna meningkatkan kompetensi guru di Kabupaten Pidie Jaya. Permasalahan rendahnya kualitas manajerial kepala sekolah yang berdampak pada pelaksanaan supervisi akademik dan pengelolaan kinerja guru menjadi latar belakang utama dari studi ini. Penelitian menggunakan pendekatan campuran (mixed methods) dengan desain eksploratori bertahap, yang diawali dengan pengumpulan data kualitatif melalui wawancara, observasi, dan studi dokumentasi, diikuti dengan pengumpulan data kuantitatif melalui penyebaran kuesioner kepada kepala sekolah dan guru. Hasil penelitian menunjukkan bahwa sebagian besar kepala sekolah dari 5 orang jumlah sampel memiliki kemampuan manajerial yang cukup baik, namun masih memerlukan peningkatan dalam aspek supervisi akademik dan inovasi pembinaan guru. Model IRACI terbukti efektif dalam menilai kinerja guru secara lebih objektif, transparan, dan kolaboratif. Temuan juga menunjukkan adanya pengaruh signifikan asesmen kualitas manajerial kepala sekolah terhadap kompetensi guru dalam empat dimensi: pedagogik, profesional, sosial, dan kepribadian dengan koefisien jalur sebesar 0,797, yang mencerminkan hubungan positif dan kuat. Penelitian ini menghasilkan model GROWIRACI (Growth-Oriented IRACI) yang diharapkan dapat menjadi panduan dalam memperkuat sistem penilaian kinerja guru dan manajemen sekolah berbasis data. Penelitian ini memberikan kontribusi teoritis dalam pengembangan instrumen asesmen manajerial berbasis kolaborasi dan inovasi, serta kontribusi praktis dalam penyusunan kebijakan pendidikan yang mendorong peran kepala sekolah sebagai pemimpin pembelajaran. Disarankan kepada dinas pendidikan untuk mendukung implementasi model ini melalui pelatihan dan penguatan kapasitas manajerial kepala sekolah. This study aims to develop a model for assessing the managerial quality of school principals through performance assessment based on IRACI (Instrument Reliable, Accountable, Cooperative, Innovative) to improve teacher competency in Pidie Jaya Regency. The problem of low managerial quality of school principals, which impacts the implementation of academic supervision and teacher performance management, is the main background of this study. The study used a mixed methods approach with a phased exploratory design, beginning with qualitative data collection through interviews, observations, and documentation studies, followed by quantitative data collection through questionnaires distributed to principals and teachers. The results showed that most principals from the sample of five had adequate managerial skills, but still needed improvement in aspects of academic supervision and teacher development innovation. The IRACI model proved effective in assessing teacher performance more objectively, transparently, and collaboratively. The findings also indicated a significant influence of principal managerial quality assessment on teacher competency in four dimensions: pedagogical, professional, social, and personality, with a path coefficient of 0.797, reflecting a positive and strong relationship. This research produces the GROWIRACI (Growth-Oriented IRACI) model, which is expected to serve as a guide for strengthening teacher performance assessment systems and data-driven school management. This research provides theoretical contributions to the development of managerial assessment instruments based on collaboration and innovation, as well as practical contributions to the development of educational policies that promote the role of principals as learning leaders. It is recommended that education offices support the implementation of this model through training and strengthening the managerial capacity of principals.
