    Abstract

-------- This study addresses the growing need for instructional materials that effectively enhance science process skills and foster sustainability-oriented attitudes among fifth-grade elementary school students. The objective of this research is to develop a valid and empirically tested web-based instructional resource that integrates STEM (Science, Technology, Engineering, and Mathematics) with the Sustainable Development Goals (SDGs), particularly Goal 7 on Affordable and Clean Energy. The research employed the Design and Development (D&D) methodology, encompassing six phases: problem identification, design, development, evaluation, implementation, and dissemination. The participants comprised 25 fifth-grade students from a public elementary school in Bandung, Indonesia. Data were collected through interviews, documentation, achievement tests, and structured questionnaires. The developed instructional material exhibits four key characteristics: (1) an interactive and accessible web-based platform; (2) integration of STEM pedagogy with sustainability principles aligned to SDG 7; (3) contextually rich content and activities designed to foster science process skills through simulations, digital experiments, and problem-solving tasks; and (4) embedded components that promote awareness, social responsibility, and actionable engagement with sustainability issues. Expert validation confirmed a high degree of feasibility and content relevance. Implementation results indicated significant improvement in students’ science process skills, particularly in tool usage and inferential reasoning. Furthermore, a positive shift was observed in students’ attitudes toward sustainability, encompassing increased environmental awareness, social concern, and tangible behavioral intentions. Usability testing using the System Usability Scale (SUS) yielded an average score of 80, categorized as “acceptable” with a grade scale of “C” and an adjective rating of “Good.” In summary, the developed web-based instructional material integrating STEM and SDGs demonstrates pedagogical validity, functional effectiveness, and practical relevance, making it a viable resource for enhancing scientific competencies and sustainability values in primary education contexts
