    Abstract

    Penelitian ini bertujuan untuk mengembangkan model pengelolaan kelas dalam setting inklusif di Sekolah Dasar di Kabupaten Karawang. Latar belakang penelitian berangkat dari kesenjangan antara idealitas pendidikan inklusif yang diamanatkan dalam kebijakan nasional dan realitas implementasi di lapangan, khususnya terkait keterbatasan kompetensi guru, sarana prasarana, serta strategi pengelolaan kelas yang efektif. Metode penelitian yang digunakan adalah Research and Development (R&D) dengan mengadaptasi Model Dick dan Carey. Proses penelitian meliputi analisis kebutuhan, perancangan, pengembangan, implementasi, dan evaluasi model. Data dikumpulkan melalui wawancara, observasi, angket, dan uji coba pada 12 sekolah dasar penyelenggara pendidikan inklusif di Kabupaten Karawang yang melibatkan kepala sekolah, guru, peserta didik (termasuk peserta didik berkebutuhan khusus), dan orang tua. Hasil penelitian menunjukkan bahwa model pengelolaan kelas yang dikembangkan berfokus pada empat komponen utama: (1) perencanaan kelas yang adaptif, (2) strategi pengajaran terdiferensiasi, (3) penguatan kolaborasi antar pemangku kepentingan (guru, GPK, kepala sekolah, orang tua, dan masyarakat), serta (4) penyediaan sarana prasarana yang mendukung aksesibilitas semua siswa. Uji coba model menunjukkan peningkatan yang signifikan pada efektivitas pengelolaan kelas inklusif, keterlibatan siswa, serta iklim belajar yang lebih ramah keberagaman.Penelitian ini memberikan kontribusi teoritis terhadap pengembangan model pengelolaan kelas inklusif di tingkat sekolah dasar dan memberikan rekomendasi praktis untuk guru serta pemangku kebijakan guna memperkuat implementasi pendidikan inklusif. ------- This study aims to develop a classroom management model in an inclusive setting at elementary schools in Karawang Regency. The background of this research stems from the gap between the ideal of inclusive education as mandated by national policies and the reality of its implementation in the field, particularly related to teachers' limited competencies, inadequate facilities and infrastructure, and effective classroom management strategies. The research method used is Research and Development (R&D), adapting the Dick and Carey Model. The research process includes needs analysis, design, development, implementation, and model evaluation. Data were collected through interviews, observations, questionnaires, and trials in 12 elementary schools providing inclusive education in Karawang Regency, involving principals, teachers, students (including students with special needs), and parents.The results of the study indicate that the developed classroom management model focuses on four main components: (1) adaptive classroom planning, (2) differentiated teaching strategies, (3) strengthening collaboration among stakeholders (teachers, special education teachers, principals, parents, and the community), and (4) providing facilities and infrastructure that support accessibility for all students. The model trial showed a significant improvement in the effectiveness of inclusive classroom management, student engagement, and a learning climate that is more welcoming to diversity.This research contributes theoretically to the development of inclusive classroom management models at the elementary school level and provides practical recommendations for teachers and policymakers to strengthen the implementation of inclusive education.
