    Abstract

    Penelitian ini bertujuan untuk menganalisis strategi pengambilan dan pengujian keputusan berbasis Modul Guru Penggerak terhadap kepemimpinan kepala sekolah dalam menghadapi situasi dilema etika di jenjang sekolah dasar di Kabupaten Sumedang. Latar belakang penelitian didasarkan pada meningkatnya kompleksitas tantangan etis yang dihadapi oleh kepala sekolah, yang tidak cukup ditangani melalui pendekatan administratif-konvensional. Penelitian ini menggunakan pendekatan kualitatif dengan metode fenomenologi. Teknik pengumpulan data meliputi wawancara mendalam, observasi partisipatif, dan studi dokumentasi, dengan informan utama terdiri dari kepala sekolah, guru, komite sekolah, dan pejabat dinas pendidikan. Hasil penelitian menunjukkan bahwa kepala sekolah memahami secara substansial sembilan langkah strategi pengambilan dan pengujian keputusan dalam Modul Guru Penggerak, dan menerapkannya secara adaptif dalam menghadapi dilema etika di lingkungan sekolah. Proses pengambilan keputusan dilakukan secara reflektif, dialogis, dan kontekstual, yang berpijak pada nilai-nilai keadilan, tanggung jawab, dan keberpihakan terhadap peserta didik. Faktor pendukung keberhasilan strategi meliputi integritas pribadi kepala sekolah, dukungan komunitas sekolah, serta ruang otonomi yang diberikan oleh dinas pendidikan. Di sisi lain, kendala utama datang dari kebijakan birokratis yang rigid, tekanan sosial eksternal, dan kurangnya literasi etika di kalangan stakeholder pendidikan. Novelty dari penelitian ini terletak pada integrasi antara sembilan langkah pengambilan keputusan dari Modul Guru Penggerak dengan praktik kepemimpinan etis kepala sekolah di konteks nyata. Penelitian ini tidak hanya menggambarkan penggunaan modul sebagai instrumen pelatihan, tetapi menunjukkan bagaimana modul tersebut diinternalisasi menjadi kerangka berpikir dan budaya kepemimpinan yang hidup dalam praktik. Temuan ini mengisi celah dalam literatur tentang transformasi nilai dalam pengambilan keputusan di sekolah, sekaligus menawarkan model kepemimpinan reflektif transformatif berbasis nilai. Lebih lanjut, hasil penelitian ini memberikan kontribusi strategis bagi penyempurnaan program pelatihan kepemimpinan kepala sekolah serta perumusan kebijakan pendidikan yang lebih kontekstual dan berbasis etika. --------- This study aims to analyze decision-making and testing strategies based on the Guru Penggerak Module in relation to school principals’ leadership when dealing with ethical dilemmas in elementary schools in Sumedang Regency. The research background is grounded in the growing complexity of ethical challenges faced by school principals, which cannot be adequately addressed through conventional administrative approaches. This study employs a qualitative approach using phenomenological methods. Data collection techniques include in-depth interviews, participatory observation, and document analysis, with key informants consisting of principals, teachers, school committees, and education office officials. The findings indicate that principals possess a substantive understanding of the nine steps of decision-making and testing strategies in the Guru Penggerak Module and apply them adaptively in addressing ethical dilemmas in the school environment. The decision-making process is conducted reflectively, dialogically, and contextually, grounded in values of justice, responsibility, and a commitment to students’ best interests. Supporting factors for the successful implementation of the strategy include principals’ personal integrity, support from the school community, and the autonomy granted by the education office. Conversely, the main obstacles arise from rigid bureaucratic policies, external social pressures, and limited ethical literacy among educational stakeholders. The novelty of this research lies in the integration of the nine decision-making steps from the Guru Penggerak Module with the practice of ethical school leadership in real contexts. This study not only portrays the module as a training instrument but also demonstrates how it is internalized into a mindset and a living culture of leadership practice. These findings fill a gap in the literature on value transformation in school-based decision-making while also offering a model of reflective and transformative leadership grounded in ethical values. Furthermore, the results provide a strategic contribution to the improvement of principal leadership training programs and the formulation of more contextual and ethically based education policies.
