    Abstract

    Penelitian ini bertujuan mengembangkan rubrik penilaian berbasis Higher Order Thinking Skills (HOTS) dalam pembelajaran Pendidikan Pancasila siswa kelas V sekolah dasar. Metode yang digunakan adalah Design and Development (D&D) melalui tahap analisis kebutuhan, perancangan, validasi ahli, uji coba terbatas, dan revisi. Subjek penelitian terdiri atas 30 guru dan 30 siswa di Kota Bandung. Hasil penelitian menunjukkan rubrik memenuhi kriteria valid dengan skor “sangat sesuai” dari ahli. Uji coba lapangan memperlihatkan peningkatan signifikan kemampuan berpikir tingkat tinggi siswa pada empat elemen utama Pendidikan Pancasila, terutama pada elemen Bhinneka Tunggal Ika dengan rata-rata kenaikan 31 poin. Tanggapan guru menunjukkan skor System Usability Scale (SUS) 76,5 (kategori baik). Kesimpulannya, rubrik penilaian berbasis HOTS efektif meningkatkan kualitas penilaian dan kemampuan berpikir tingkat tinggi siswa, serta layak diimplementasikan dalam pembelajaran Pendidikan Pancasila di sekolah dasar. ----------- This study aims to develop an assessment rubric based on Higher Order Thinking Skills (HOTS) in Civic Education (Pendidikan Pancasila) for fifth-grade elementary school students. The research employed a Design and Development (D&D) method, which included needs analysis, design, expert validation, limited trials, and revisions. The research subjects consisted of 30 teachers and 30 students in Bandung City. The results showed that the rubric met valid criteria with an expert rating of “highly appropriate.” Field trials indicated a significant improvement in students’ higherorder thinking skills across four main elements of Civic Education, with the highest increase found in Bhinneka Tunggal Ika (Unity in Diversity), showing an average gain of 31 points. Teacher responses obtained a System Usability Scale (SUS) score of 76.5 (good category). In conclusion, the HOTS-based assessment rubric is effective in improving both the quality of assessment and students’ higher-order thinking skills, making it feasible to implement in Civic Education learning at the elementary school level
