Abstract
Penelitian ini mengkaji analisis kebutuhan Sekolah Menengah Kejuruan (SMK) Agribisnis Pengolahan Hasil Pertanian berdasarkan pendekatan manpower planning di Kabupaten Garut tahun 2025–2029, dengan fokus pada sub sektor industri penyamakan kulit. Tujuan penelitian ini adalah untuk mendeskripsikan secara jelas kebutuhan SMK program keahlian tersebut agar selaras dengan kebutuhan dunia kerja. Metode yang digunakan adalah deskriptif dengan pendekatan kualitatif melalui teknik wawancara, studi dokumentasi, dan observasi. Pengumpulan data dilakukan di PT Elco Indonesia Sejahtera dan SMK 4 Garut, dengan partisipan meliputi Kepala Produksi PT Elco, Wakil Kepala Sekolah Bidang Kurikulum, Ketua Program Agribisnis Pengolahan Hasil Pertanian, dan Wakil Kepala Sekolah Bidang Hubungan Industri. Analisis data dilakukan melalui tahapan pengumpulan data, reduksi data, penyajian data, penarikan kesimpulan, dan pendekatan manpower planning. Hasil penelitian menunjukkan bahwa Kabupaten Garut memiliki potensi besar dalam pengembangan industri penyamakan kulit yang didukung oleh strategi pembangunan daerah. Kebutuhan tenaga kerja khususnya di bidang finishing mengalami peningkatan signifikan, namun tidak diimbangi dengan ketersediaan lulusan SMK, baik dari segi jumlah maupun kompetensi. Terdapat delapan SMK dengan program keahlian terkait, namun masih menghadapi kendala seperti keterbatasan fasilitas, kurikulum yang belum sesuai dengan kebutuhan industri, dan minimnya keterampilan spesifik lulusan. Oleh karena itu, dibutuhkan sinkronisasi antara pendidikan kejuruan dan kebutuhan industri melalui pembaruan kurikulum, peningkatan sarana praktikum, dan kolaborasi dengan dunia usaha. This study examines the needs analysis of Vocational High Schools (SMK) specializing in Agribusiness of Agricultural Product Processing based on the manpower planning approach in Garut Regency for the period of 2025–2029, focusing on the leather tanning industry subsector. The objective of this research is to clearly describe the needs of SMK in aligning their vocational education programs with labor market demands. A descriptive method with a qualitative approach was employed through interviews, document studies, and observations. Data were collected from PT Elco Indonesia Sejahtera and SMK 4 Garut, involving participants such as the Head of Production at PT Elco, the Vice Principal for Curriculum, the Head of the Agribusiness Study Program, and the Vice Principal for Industry Relations. Data analysis was conducted through stages of data collection, data reduction, data display, conclusion drawing, and the application of manpower planning. The findings indicate that Garut Regency holds great potential in developing the leather tanning industry, supported from the livestock sector and regional development strategies. The demand for labor, particularly in the finishing section, is projected to increase significantly, but the supply of SMK graduates remains insufficient in both quantity and competency. Although eight SMKs offer relevant programs, they still face challenges such as inadequate facilities, curricula misaligned with industry needs, and limited graduate-specific skills. Therefore, synchronization between vocational education and industrial demands is needed through curriculum development, improved practical facilities, and stronger collaboration with the business sector.
