Abstract

Salah satu masalah terpenting dalam pelaksanaan proyek konstruksi adalah keterlambatan (delay) jadwal proyek. Keterlambatan terjadi hampir di setiap pekerjaan proyek dan mempunyai masalah yang berbeda. Keterlambatan pelaksanaan proyek selalu menimbulkan akibat yang cukup merugikan bagi pihak pengguna dan penyedia jasa, karena dampak dari keterlambatan proyek merupakan konflik dan perdebatan tentang siapa dan apa yang menjadi penyebabnya. Penelitian ini dilakukan sebagai upaya untuk mendapatkan atau mengetahui faktor-faktor yang sangat mempengaruhi keterlambatan penyelesaian proyek konstruksi. Penelitian ini dilakukan pada 4 proyek konstruksi yang dibangun oleh PT.Wijaya Karya pada progres 0-70%. Metode penelitian yang digunakan pada penelitian ini adalah metode deskriptif. Instrumen yang digunakan dalam pengumpulan data melalui teknik kuesioner (angket). Dari hasil penelitian didapatkan urutan rangking – rangking tiap faktor yang berpotensi terhadap keterlambatan proyek (pada progress 100%) sesuai schedule proyek yang ditetapkan oleh owner dan kontraktor. Faktor-faktor yang berpotensi penyebab keterlambatan schedule proyek yang dilaksanakan oleh PT. Wijaya Karya pada progress 0-70%, secara berurutan dimulai dari penyebab terbesar sebagi berikut: (1). Keterlambatan pengiriman bahan dan perubahan desain oleh owner pada saat proses konstruksi, (2). Keterlambatan pembayaran oleh pihak owner, (3) kerusakan peralatan dan ketersediaan keuangan selama pelaksanaan, (4). Kekurangan tukang, kemampuan tenaga kerja dan kesulitan keuangan pada owner, (5) pengaruh hujan pada aktivitas konstruksi, perubahaan pekerjaan oleh owner, terlambatnya penyediaan lahan, kerusakan bahan ditempat penyimpanan, tidak sesuianya pabrikasi bahan bangunan. Kata-kata kunci : Keterlambatan, Faktor, Proyek Konstruksi One of the most important problems in construction project realization is project schedule delaying. The delay happens almost in each project and each of them has different problem. The project delaying always causes a bad affect for the user and the service provider because it is considered as a conflict and debate about who and what the cause is. This research is conducted as a way to find out the factors which really effect the construction project finishing delaying. This research is conveyed to four construction projects which are built by PT. Wijaya Karya in 0-70% progress. This research uses a descriptive method. Questionnaire is a technique which is used in gathering the data. This research found the ranking of the factors which could lead to the delaying of project finishing (100% progress) based on the PT. Wijaya Karya’s schedule. This ranking is begun from the biggest delaying potential to the smallest one as following: (1). The delaying of material shipment and design changes by the owner while constructing process, (2). The delaying of payment by the owner, (3). The tools damage and financial availability while the process, (4). The lack of craftsmen, skill, lack of money of the owner, (5). The effect of rainy season in the constructing process, the project changes made by the owner, the delaying of land preparation, the materials damage in the place to save it, the incorrectness of materials manufacturing.
