Abstract
Partisipatif MABIGUS dan kebijakan kepramukaan terhadap motivasi pembina pramuka serta dampaknya kepada kualitas penyelenggaraan kegiatan kepramukaan di sekolah dasar Kabupaten Sumedang. Penelitian ini menggunakan metode kuantitatif dengan desain desain survey korelasional dengan analisis jalur (path analisys). Teknik penelitian yang digunakan adalah dengan PLS-SEM. Instrumen penelitian yang digunakan adalah kuesioner yang disebarkan kepada 244 guru sekolah dasar di wilayah Kabupaten Sumedang.Berdasarkan hasil pengujian menunjukkan bahwa kepemimpinan partisipatif MABIGUS tidak berpengaruh langsung terhadap kualitas penyelenggaraan kegiatan kepramukaan di sekolah dasar kabupaten Sumedang dengan nilai pengaruh sebesar 0,063. Namun motivasi pembina terhadap kualitas penyelenggaraan pelaksanaan kepramukaan mempunya pengaruh yang signifikan dengan nilai pengaruh sebesar 0,612. Kebijakan kepramukaan juga berpengaruh langsung terhadap kualitas penyelenggaraan kegiatan kepramukaan walaupun kurang signifikan yaitu dengan pengaruh nilai sebesar 0,316. Selain itu, kepemimpinan partisipatif MABIGUS dan kenijakan kepramukaan juga memiliki pengaruh tidak langsung yang signifikan terhadap kualitas penyelenggaraan pelaksanaan kegiatan kepramukaan disekolah dasar melalui variabel motivasi pembina. Penelitian ini memberikan rekomendasi kepada Mabigus untuk mengoptimalkan kepemimpinan partisipatif melalui keterlibatan aktif pembina dalam pengambilan keputusan dan pelaksanaan program kepramukaan. Selain itu, kebijakan kepramukaan perlu dirancang dengan mempertimbangkan kebutuhan pembina dan peserta didik untuk meningkatkan efektivitas kegiatan kepramukaan di sekolah dasar. ----------- This research aims to analyze the influence of MABIGUS participatory leadership and scouting policies on the motivation of scout leaders and their impact on the quality of organizing scouting activities in elementary schools in Sumedang Regency. This research uses quantitative methods with a correlational survey design with path analysis. The research technique used is PLS-SEM. The research instrument used was a questionnaire distributed to 244 elementary school teachers in the Sumedang Regency area. Based on the test results, it showed that MABIGUS's participative leadership had no direct effect on the quality of organizing scouting activities in Sumedang Regency elementary schools with an influence value of 0.063. However, the coach's motivation on the quality of scouting implementation has a significant influence with an influence value of 0.612. Scouting policy also has a direct effect on the quality of organizing scouting activities, although it is less significant, namely with an influence value of 0.316. Apart from that, MABIGUS's participatory leadership and scouting policies also have a significant indirect influence on the quality of the implementation of scouting activities in elementary schools through the coach's motivation variable. This research provides recommendations to Mabigus to optimize participatory leadership through active involvement of coaches in decision making and implementation of scouting programs. In addition, scouting policies need to be designed taking into account the needs of coaches and students to increase the effectiveness of scouting activities in elementary schools.
