Abstract

Evaluasi Kurikulum Diklat Berbasis Kompetensi dalam Meningkatkan Soft Competency Pelaksana Kementerian Keuangan (Studi pada Pusdiklat Pengembangan Sumber Daya Manusia, Badan Pendidikan dan Pelatihan Keuangan, Kementerian Keuangan) Penelitian ini dilatarbelakangi oleh kenyataan bahwa program-program reformasi birokrasi, khususnya Diklat Berbasis Kompetensi, belum berhasil memperbaiki kualitas layanan publik melalui usahanya meningkatkan kompetensi pegawai negeri. Tujuan penelitian ini adalah mengevaluasi kurikulum Diklat Berbasis Kompetensi untuk pelaksana Kementerian Keuangan, yang diselenggarakan oleh Pusdiklat Pengembangan Sumber Daya Manusia, Badan Pendidikan dan Pelatihan Keuangan, Tangerang. Evaluasi dalam penelitian ini difokuskan pada desain, implementasi, dan evaluasi kurikulum, beserta peningkatan soft competency sebagai tujuan diklat tersebut. Pendekatan kualitatif digunakan dalam penelitian ini, dengan pengumpulan data melalui observasi, wawancara dan studi dokumen. Penelitian ini menghasilkan beberapa temuan. Pertama, desain kurikulum diklat tersebut masih memiliki ketidaksesuaian dengan tujuan peningkatan soft competency. Kedua, implementasi diklat itu sendiri telah dilaksanakan sesuai dengan desain kurikulumnya. Ketiga, kegiatan evaluasi yang dilakukan masih perlu perbaikan dari segi instrumen, agar dapat mengukur peningkatan soft competency secara lebih tepat. Keempat, faktor-faktor pendukung pada diklat ini adalah: adanya pembagian tugas yang jelas antara pihak yang terlibat, dukungan pimpinan, dana yang memadai, fasilitas kelas dan asrama yang memadai, dan dukungan teknologi informasi. Sementara, faktor-faktor penghambat pada diklat ini adalah: kurangnya kajian bersama untuk menentukan keselarasan antar komponen kurikulum, terbatasnya waktu pengerjaan desain kurikulum, dan kurangnya koordinasi antara penyusun instrumen evaluasi dengan penyusun kurikulum diklat. Rekomendasi terkait temuan penelitian ditujukan pada beberapa pihak terkait. Pihak Pusdiklat Pengembangan Sumber Daya Manusia disarankan untuk melakukan evaluasi kurikulum secara berkala dan mempertimbangkan penerapan pembelajaran tematik terintegrasi untuk mencapai peningkatan kompetensi pegawai. Penyusun desain kurikulum sebaiknya lebih memperhatikan kejelasan dan keakuratan perumusan tujuan kurikulum agar menjadi dasar yang kuat bagi penentuan materi, metode, dan evaluasi. Pengajar disarankan agar aktif memberikan masukan kepada penyusun kurikulum untuk perbaikan diklat. Peserta diklat diharapkan menerapkan apa yang diperoleh selama diklat di tempat kerja masing-masing. Penelitian ini terbatas pada desain, implementasi, evaluasi dan tujuan kurikulum untuk meningkatkan soft competency. Beberapa area lain yang terkait dapat digali lebih lanjut oleh peneliti selanjutnya, misalnya: analisis kebutuhan, pembelajaran, dan kebijakan-kebijakan terkait Diklat Berbasis Kompetensi di organisasi pemerintah. Curriculum Evaluation on Competency Based Education and Training in Increasing Soft Competency of Ministry of Finance Staff (Study on Center for Education and Training of Human Resources Development, Finance Education and Training Agency, Ministry of Finance) This study was based on the fact that bureaucracy reformation related programs, particularly Competency Based Education and Training, had not been successful at improving public service quality through its effort to increase government staff competencies. The purpose of this study was to evaluate the curriculum of Competency Based Education and Training for Ministry of Finance staff. The program itself was conducted by Center for Education and Training of Human Resources Development, Finance Education and Training Agency in Tangerang. This evaluation study focused on curriculum design, implementation, evaluation, and its aim to increase soft competencies. Qualitative approach was adopted in this study. Data were collected by participative observation, interview, and documents review. This study revealed several findings. First, curriculum design of the program had several mismatch with its goal to improve soft competencies. Second, the curriculum implementation was conducted in accordance with its design. Third, the evaluation instrument needed improvement in order to get more precise measurement. Fourth, the program supporting factors were: division of tasks clarity among curriculum team members, organization leader support, adequate budget, adequate classroom and boarding house facilities, and information technology support. Besides that, the program inhibiting factors are: lack of coordination among curriculum team members to ensure the components of curriculum are in accordance with each other, insufficient time to design the curriculum, and lack of coordination between evaluation instrument author and curriculum team designer. Suggestions related to those findings address to several parties. It is advised that Center for Education and Training of Human Resources Development to do annual curriculum evaluation and to consider thematic integrated instruction in curriculum design for better result in competency improvement. Curriculum designer team should be more accurate in curriculum goals formulation in order to provide a strong foundation for designing curriculum content, method, and evaluation. Program trainer is advised to actively share the classroom experiences to curriculum designer for better compatibility of the design with instructional needs. Program participants is expected to apply the experience obtained from the program at their workplace. This study is limited to curriculum design, implementation, evaluation, and its aim to increase soft competencies. The next researchers can elaborate further by investigating several area related to Competency Based Education and Training, such as: training need analysis, training instructional and training policies in government organization.
