Abstract
Standar Pelayanan Minimal (SPM) merupakan tolok ukur yang ditetapkan oleh pemerintah untuk memastikan setiap sekolah mampu memberikan pelayanan pendidikan yang layak dan berkualitas kepada seluruh siswa. Penelitian ini dilakukan karena dianggap penting sebagai salah satu cara untuk meningkatkan kualitas dan dasar. SPM menurut Permendibudristek No. 32 tahun 2022 terdapat 13 point dan peneliti menentukan 3 point yang bisa peneliti kembangkan sebagai bahan penelitian. Berdasarkan observasi awal kondisi SPM tersebut belum memadai seperti ketersediaan buku teks pelajaran, alat peraga IPA dan tidak dilaksanakannya penyusunan RPP sebelum pembelajaran. Rumusan masalah dari penelitian ini bagaimana ketercapaian SPM di sekolah dasar, perencanaan, pelaksanaan, penilaian dan menghadapi permasalahan. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus di beberapa sekolah dasar. Data dikumpulkan melalui wawancara, observasi, dan studi dokumen. Hasil penelitian ini berupa data tentang ketercapaian SPM di masing-masing sekolah, jumlah buku pelajaran belum memenuhi satu buku satu siswa tetapi buku referensi sebagai pelengkap tersedia. Manajemen guru dan stafnya sudah baik, sumber daya manusia juga sudah memadai tetapi layanan SPM kepada siswa belum maksimal, namun guru di tempat penelitian untuk mengatasi keterbatasan itu sudah muncul. Penelitian ini bertujuan untuk menganalisis manajemen guru dan staf dalam rangka memfasilitasi SPM di sekolah dasar. Rekomendasi dari peneliti untuk pemanfaatan perkembangan teknologi menggunakan e-book dan platform sosial media untuk menyediakan alat peraga, penyediaan perangkat pembelajaran RPP serta memberdayakan lulusan guru penggerak untuk menjadi mentor. Hal ini harus dilaksanakan dengan konsisten dan optimal sehingga dapat meningkatkan kualitas pendidikan di Indonesia. Minimum Service Standards (SPM) are benchmarks set by the government to ensure that every school is able to provide adequate and quality educational services to all students. This research was carried out because it was considered important as a way to improve quality and basics. SPM according to Permendibudristek No. 32 of 2022 there are 13 points and researchers determined 3 points that researchers could develop as research material. Based on initial observations, the condition of the SPM is inadequate, such as the availability of textbooks, science teaching aids and the failure to prepare lesson plans before learning. The problem formulation of this research is how to achieve SPM in elementary schools, planning, implementation, assessment and facing problems. This research uses a qualitative approach with case study methods in several elementary schools. Data was collected through interviews, observation and document study. The results of this research are data regarding the achievement of SPM in each school, the number of textbooks does not yet cover one student's book but reference books as a complement are available. The management of teachers and staff is good, human resources are also adequate but SPM services to students are not yet optimal, however teachers at research sites have emerged to overcome these limitations. This research aims to analyze teacher and staff management in order to facilitate MSS in elementary schools. Recommendations from researchers for utilizing technological developments using e-books and social media platforms to provide teaching aids, provide RPP learning tools and empower graduate teacher educators to become mentors. This must be implemented consistently and optimally so that it can improve the quality of education in Indonesia.
