Abstract
Penelitian ini berfokus pada implementasi program Kartu Indonesia Pintar Kuliah (KIPK) di Fakultas Ilmu Pendidikan UPI. Tujuan dari penelitian ini adalah untuk memahami bagaimana program ini diimplementasikan di fakultas, mengetahui manfaat program terhadap peningkatan akademik mahasiswa, dan mengidentifikasi faktor-faktor yang mendukung atau menghambat implementasinya. Penelitian ini menggunakan pendekatan kuantitatif, dengan menggunakan metode survei dan wawancara dengan model implementasi George Edward III (komunikasi, sumber daya, disposisi, struktur birokrasi). Hasil penelitian menunjukkan bahwa komunikasi dalam program ini telah berjalan efektif, meskipun terdapat ketidakkonsistenan dalam aspek regulasi. Sumber daya secara umum tersedia, tetapi ada beberapa tantangan dalam hal peralatan dan anggaran. Dimensi disposisi, yang dikelola oleh Pengelola KIPK UPI, telah diimplementasikan dengan baik, meskipun tidak ada insentif yang disediakan oleh program. Struktur birokrasi berjalan dengan baik, berkat kehadiran Lintar UPI sebagai penghubung komunikasi dan penggunaan Prosedur Operasional Standar. Manfaat dari program ini termasuk dukungan finansial bagi siswa yang kurang mampu dan promosi prestasi akademik dan non-akademik. Namun, ada beberapa tantangan terkait sinkronisasi data, layanan yang kurang optimal bagi mahasiswa, dan tidak adanya insentif bagi pengelola KIPK. This research focuses on the implementation of the Kartu Indonesia Pintar Kuliah (KIPK) programme at the Faculty of Education of UPI. The purpose of this study is to understand how the programme is implemented in the faculty, to know the benefits of the programme on students' academic improvement, and to identify factors that support or hinder its implementation. This research uses a quantitative approach, using survey and interview methods with George Edward III's implementation model (communication, resources, disposition, bureaucratic structure). The results show that communication in this programme has been effective, although there are inconsistencies in the regulatory aspects. Resources are generally available, but there are some challenges in terms of equipment and budget. The disposition dimension, which is managed by the UPI KIPK Manager, has been well implemented, although there are no incentives provided by the programme. The bureaucratic structure is working well, thanks to the presence of Lintar UPI as a communication hub and the use of Standard Operating Procedures. Benefits of the programme include financial support for underprivileged students and promotion of academic and non-academic achievements. However, there are some challenges related to data synchronisation, less than optimal services for students, and the absence of incentives for KIPK managers.
