Abstract

----- This research is motivated by the use of inappropriate learning models so that students appear less active in learning which has an impact on low student learning outcomes. Therefore, researchers implemented the problem based learning model so that they could find out the activities of teachers and students and determine the increase in student learning outcomes when the problem based learning model was applied in Civics learning. The type of research used is the Kemmis & Mc Taggart PTK model with 2 cycles. The instruments used are observation, tests and documentation. Research conducted from cycle I to cycle II showed that there was an increase in Civics learning outcomes. Cycle I got an average of 67.69% with a percentage of complete learning outcomes of 62% and an average of 72.5% student activity in the good category. In cycle II, they got an average of 80.38% with a percentage of complete learning outcomes of 96% and an average of 95% student activity in the very high category. The conclusion is that the application of the problem based learning model can improve students' Civics learning outcomes in elementary schools. The researcher recommends that further research can apply this model to affective and psychomotor aspects of learning outcomes.
