Abstract

Saat ini penggunaan kantong plastik sudah semakin meningkat dan banyak yang mana
ini menyebabkan kerugian bagi lingkungan. Dalam sehari terdapat 1.890 ton sampah
dan 700 ton diantaranya sampah plastik. Penelitian ini bertujuan untuk mengukur
seberapa besar efektivitas kebijakan, mengukur seberapa besar perilaku penggunaan
kantong plastik dan mengukur seberapa besar efektivitas kebijakan pengurangan
penggunaan kantong plastik terhadap perilaku masyarakat di Kecamatan Mustikajaya. Metode penelitian yang digunakan adalah survei dengan sampel 100 responden dari
empat kelurahan di kecamatan tersebut. Hasil analisis menunjukkan bahwa kebijakan
ini dinilai efektif oleh masyarakat, dengan nilai rata-rata efektivitas sebesar 4,25
mayoritas responden menunjukkan pemahaman yang baik terhadap program. Selain
itu, uji statistik menunjukkan perbedaan yang signifikan dalam perilaku penggunaan
kantong plastik sebelum dan setelah kebijakan diterapkan, dengan nilai t hitung
sebesar -3,311 (p < 0,05). Hal ini menegaskan bahwa kebijakan pengurangan
penggunaan kantong plastik memiliki dampak positif yang kuat terhadap perilaku
masyarakat dalam mengurangi penggunaan plastik sekali pakai. Kesimpulan dari
penelitian ini menunjukkan bahwa kebijakan publik dalam mengurangi penggunaan
kantong plastik efektif dalam meningkatkan kesadaran dan mengubah perilaku
masyarakat. Rekomendasi penelitian ini adalah perlunya penguatan edukasi dan
kesadaran lingkungan di kalangan masyarakat, mengembangkan inovasi lebih lanjut
dengan mempertimbangkan preferensi usia dan penguatan infrastruktur daur ulang
dengan memperluas jaringan tempat pembuangan sampah.

Currently, the use of plastic bags has been increasing and many of these cause losses to the
environment. In a day there are 1,890 tons of waste and 700 tons of plastic waste. This study
aims to measure how effective the policy is, measure how much behavior is used in plastic
bags and measure how effective the policy of reducing the use of plastic bags is on community
behavior in Mustikajaya District. The research method used was a survey with a sample of
100 respondents from four sub-districts in the sub-district. The results of the analysis show
that this policy is considered effective by the community, with an average effectiveness score
of 4.25, the majority of respondents showed a good understanding of the program. In addition, statistical tests showed significant differences in the behavior of plastic bag use before and
after the policy was implemented, with a t-value of -3.311 (p < 0.05). This confirms that the
policy of reducing the use of plastic bags has a strong positive impact on people's behavior in
reducing the use of single-use plastics. The conclusion of this study shows that public policies
in reducing the use of plastic bags are effective in raising awareness and changing people's
behavior. The recommendations of this study are the need to strengthen education and
environmental awareness among the community, develop further innovations by taking into
account age preferences and strengthen recycling infrastructure by expanding the network of
landfills.
