Abstract

Pengukuran capability level adalah pengukuran mengenai kondisi organisasi saat ini serta tujuan bisnis proses yang akan dicapai. Tata kelola Teknologi Informasi (TI) berguna untuk memastikan teknologi dan informasi agar dapat mendukung tujuan bisnis, serta mendukung atau selaras dengan strategi bisnis. Direktorat Sistem dan Teknologi Informasi (STI) UPI Bandung merupakan penyelenggara urusan bidang pengembangan sistem informasi, layanan aplikasi teknologi informasi, teknologi pembelajaran digital, dan infrastruktur keamanan dan teknologi informasi. Dari hasil wawancara peneliti mengetahui ada beberapa hambatan pada Dit STI UPI, seperti literasi TI dan memahami kebutuhan yang ideal. Pada kasus ini berkaitan dengan kualitas dan manajemen proyek karena dapat mempengaruhi kualitas pada Dit STI. Oleh karena itu, perlu dilakukan pengukuran tingkat kapabilitas (Capability Level) menggunakan framework COBIT 5 pada domain APO11 (Manage Quality) dan BAI01 (Manage Programmes and Project). Hasil dari penelitian ini menunjukkan capability level nilai proses APO11 (Manage Quality) adalah 3,87 dimana tingkat kapabilitasnya yakni Level 4, dan nilai proses BAI01 (Manage Programmes and Project) adalah 3,65 dengan tingkat kapabilitas yakni Level 4. Dengan demikian, pengukuran Capability Level ini dapat menjadi acuan bagi organisasi untuk perbaikan proses ke depan, sehingga mencapai tingkat kapabilitas yang diharapkan. Capability level measurement is a measurement of the current state of the organization and the business process goals to be achieved. Information Technology (IT) governance is useful for ensuring technology and information can support business goals, and support or align with business strategies. The Directorate of Information Systems and Technology (STI) UPI Bandung is the organizer of affairs in the field of information system development, information technology application services, digital learning technology, and security infrastructure and information technology. From the results of the interview, the researcher found out that there are several obstacles at the Directorate of STI UPI, such as IT literacy and understanding ideal needs. In this case, it is related to quality and project management because it can affect the quality of Dit STI. Therefore, it is necessary to measure the level of capability (Capability Level) using the COBIT 5 framework in the APO11 (Manage Quality) and BAI01 (Manage Programmes and Projects) domains. The results of this study show that the capability level of the APO11 (Manage Quality) process value is 3.87 where the capability level is Level 4, and the value of the BAI01 (Manage Programmes and Project) process is 3.65 with a capability level of Level 4. Thus, this Capability Level measurement can be a reference for the organization for future process improvements, so as to achieve the expected capability level.
