Abstract

Permasalahan pada pelaksanaan kegiatan ekstrakurikuler pramuka masih sering terjadi. Penciptaan lingkungan yang aman bagi anggota muda dan anggota dewasa dalam kepramukaan termasuk selain anggota gerakan pramuka yang terlibat dalam lingkungan latihan dan kegiatan kepramukaan memiliki landasan hukum; tercapainya indikator zero harm, zero accident, adanya pengawasan dan tumbuhnya kesadaran atas pentingnya hal tersebut serta terciptanya perubahan positif, meningkatkan citra kepramukaan serta kepercayaan masyarakat dan pemerintah. Berdasarkan studi pendahuluan, terjadi beberapa perstiwa di wilayah Priangan Timur diantaranya kasus kekerasan dan kecelakaan yang kerap terjadi pada pelaksanaan ekstrakurikuler pramuka. Hal ini terjadi karena tidak adanya instrumen penilaian risiko untuk setiap item kegiatan pada ekstrakurikuler. Penelitian ini menggunakan metode R & D (Research and Development) dengan model 4D yang terdiri dari 4 tahapan, yaitu Define, Design, Develop dan Dessimenate. Instrumen ini memuat unsur faktor penyebab bencana, sumber bahaya, penilaian risiko, tingkat risiko, konsekuensi risiko dan tindakan terhadap risiko. Berdasarkan penilaian validator materi didapatkan persentase penilaian sebsar 91%, sedangkan dari validator media sebesar 84% dan hasil uji coba terbatas mendapatkan 84% Dapat disimpulkan bahwa kelayakan produk yang dikembangkan terkait pengembangan instrumen penilaian risiko kegiatan aman dari bencana pada ekstrakurikuler pramuka di sekolah dasar secara keseluruhan memiliki kriteria sangat layak untuk digunakan. Produk ini direkomendasikan untuk para pembina serta panitia kegiatan ekstrakurikuler pramuka di sekolah dasar. Challenges persist in organizing scout extracurricular activities, with a primary concern being the establishment of a safe environment for both young participants and adult members involved in the scout movement. This involves not only the scout participants themselves but also those engaged in training and other scout-related initiatives. Such safety measures are mandated by legal regulations. The goal is to achieve zero harm and zero accidents while implementing proper oversight, fostering an understanding of their significance, and driving positive changes to enhance the reputation of scouting. This, in turn, helps build trust among both the general public and governing authorities. Based on initial research, the Eastern Priangan region has encountered various incidents, including instances of violence and accidents that frequently occur during scout extracurricular activities. The root cause of these incidents is the lack of a proper risk assessment tool for each component of the extracurricular program. To address this issue, the study employs the Research and Development (R&D) methodology, utilizing the 4D model, which includes four phases: Define, Design, Development, and Disseminate. The developed instrument encompasses factors that contribute to disasters, sources of hazards, risk evaluation, levels of risk, potential consequences of risks, and strategies to mitigate them. Validation assessments of the materials were conducted, with material validators giving it a favorable rating of 91%, and media validators assessing it at 84%. A preliminary trial resulted in an 84% approval rating. In conclusion, the product created, which is a risk analysis tool to enhance the safety of scout extracurricular activities in elementary schools, is confidently suitable for practical use. This product is highly recommended for adoption by scout leaders and members of extracurricular committees in elementary schools.
