Abstract

Kecakapan Kewargaan berkontribusi untuk melahirkan insan yang cerdas dan berpengetahuan tinggi. Kecakapan Kewargaan adalah kecakapan yang dikembangkan dari Pengetahuan Kewarganegaraan agar pengetahuan tersebut menjadi sebuah pengetahuan yang bermakna agar dapat di manfaatkan untuk menghadapi masalah-masalah kehidupan berbangsa dan bernegara. Kecakapan Kewargaan mencakup Kecakapan Intelektual dan Kecakapan Partisipasi. Sayangnya Kecakapan Kewargaan Siswa di Indonesia masih tergolong rendah hal ini dapat dilihat dari hasil Programme for internasional student assesment (PISA) 2012, menjelaskan kemampuan berpikir kritis siswa-siswi Indonesia masih terbilang rendah, Kecakapan partisipasi yang juga masih tergolong rendah, siswa yang seharusnya menjadi agen of change malah terlihat acuh dan tidak memiliki ketertarikan terhadap politik. OSIS adalah satu-satunya wadah organisasi Siswa yang sah di sekolah. Melalui jalur OSIS ini, siswa di setiap sekolah dapat belajar cara cara berorganisasi, berdemokrasi, menyampaikan pendapat, berargumentasi, berpikir kritis, presentasi dan menghargai pendapat orang lain. Adanya penyelenggaraan OSIS di sekolah SMA menambah kemampuan siswa dalam Kecakapan Kewargaan. Sehingga peneliti berusaha mengeksplorasi Kecakapan Kewargaan Siswa Aktivis OSIS berdasarkan Indikator Kecakapan Kewargaan sesuai hasil pemikiran Margaret Branson yaitu Kecakapan Intelektual terdiri dari Kecakapan Mengidentifikasi, Mendeskripsikan, Menjelaskan dan Mengevaluasi, Mengevaluasi, serta Mengambil dan Mempertahankan pendapat. Kecakapan Partisipasi terdiri dari Berinteraksi, Memonitor dan Mempengaruhi. Tujuan penelitian ini adalah untuk mengetahui tingkat Kecakapan Kewargaan Siswa Aktivis OSIS SMA di Kabupaten Bandung Barat. Menggunakan pendekatan kuantitatif serta metode survey dengan menggunakan Teknik pengumpulan data berupa kuisioner (angket). Hasil dalam penelitian ini menyatakan bahwa tingkat Kecakapan Kewargaan siswa aktivis OSIS SMA di Kabupaten Bandung Barat termasuk kedalam kategori baik, temuan dari penelitian ini sesuai dengan hasil pemikiran dari Branson dimana secara keseluruhan siswa aktivis OSIS SMA Negeri di Kabupaten Bandung Barat sudah memiliki Kecakapan Kewargaan dilihat dari indikator Kecakapan Kewargaan yaitu Kecakapan Intelektual dan Kecakapan Partisipasi. Civic Skill contributes to producing intelligent and highly knowledgeable human beings. Civic Skill are skills that are developed from Civic Knowledge so that this knowledge becomes meaningful knowledge so that it can be used to deal with the problems of national and state life. Civic Skill include Intellectual Skills and Participatory Skills. Unfortunately, the Civic Skill of Students in Indonesia is still relatively low, this can be seen from the results of the 2012 Program for International Student Assessment (PISA), explaining that the critical thinking skills of Indonesian students are still relatively low, Participation skills are also still relatively low, students who should be agents of change even looks indifferent and has no interest in politics. OSIS is the only legal student organization in the school. Through this OSIS pathway, students in every school can learn how to organize, have a democracy, express opinions, argue, think critically, present and respect the opinions of others. The existence of OSIS implementation in high school schools increases students' abilities in Civic Skill. So the researchers tried to explore the Civic Skills of Student Council Activists based on Civic Skill Indicators according to Margaret Branson's ideas, namely Intellectual Skills consisting of the Skills of Identifying, Describing, Explaining and Evaluating, Evaluating, and Taking and Defending opinions. Participation Skills consist of Interacting, Monitoring and Influencing. The purpose of this study was to determine the level of Civic Skill of High School Student Council Activists in West Bandung Regency. Using a quantitative approach and survey methods using data collection techniques in the form of a questionnaire (questionnaire). The results in this study state that the level of Civic Skill in high school student council activists in West Bandung Regency is included in the good category, the findings of this study are in accordance with the results of Branson's thinking where as a whole the student council activists in State High Schools in West Bandung Regency already have Civic Skill seen from Civic Skill indicators are Intellectual Skills and Participation Skills.
