Abstract

Today, people see that accreditation value which is obtained from school is become a visible benchmark in viewing school feasibility in providing educational service for them. Accordingly, this study aims to determine whether there is difference in the quality of school management and learning services in Vocational Secondary School with ISO standard and Vocational Secondary School with national standard (BAN-S/M). The quality of school management is employee’s perceptions toward the suitability of management functions implementation which is carried out by principle and the quality of learning service is student's perception toward the suitability of service quality dimensions in implementation of teacher learning process which is carried on by teacher. The research method that used was descriptive-analysis method. The research used ex post facto design with research instrument in the form of questionnaire. The population of the study is Vocational Secondary School with ISO standard and national standard in Lebak Regency. The sampling technique used was purposive sampling. The conclusion of study show that quality of school management in Vocational Secondary School with ISO standard and Vocational Secondary School with national standard fall in very high category. Whereas, the quality of learning service in Vocational Secondary School with ISO standard fall in high category and the quality of learning service in Vocational Secondary School with national standard fall in very high category. Statistically, there is significant difference in the quality of school management and learning services in Vocational Secondary School with ISO standard and Vocational Secondary School with national standard. The recommendation in this study is that evaluation from external parties is not the only one value to create management process and quality learning service. The more important is actually self evaluation process which is done by school optimally and periodically in order to improve quality continuously. Dewasa ini, masyarakat melihat bahwa nilai akreditasi yang didapatkan sekolah menjadi tolak ukur yang kasat mata dalam melihat kelayakan sekolah memberikan layanan pendidikan bagi mereka. Berdasarkan hal tersebut, penelitian ini bertujuan untuk mengetahui apakah terdapat perbedaan pada mutu manajemen sekolah dan layanan pembelajaran di SMK berstandar ISO dan SMK berstandar nasional (BAN-S/M). Mutu manajemen sekolah merupakan persepsi pegawai terhadap kesesuaian pelaksanaan fungsi manajemen yang dijalankan kepala sekolah dan mutu layanan pembelajaran merupakan persepsi siswa terhadap kesesuaian dimensi mutu layanan dalam pelaksanaan proses belajar mengajar yang dijalankan guru. Metode penelitian yang digunakan adalah metode deskriptif-analisis. Desain penelitian menggunakan rancangan ex post facto dengan instrumen penelitian berupa kuesioner. Populasi dari penelitian ini adalah SMK yang telah berstandar ISO dan berstandar nasional di Kabupaten Lebak. Teknik pengambilan sampel yang digunakan adalah purposive sampling. Kesimpulan penelitian menunjukkan bahwa mutu manajemen sekolah di SMK berstandar ISO dan SMK berstandar nasional masuk dalam kategori sangat tinggi. Sementara itu, mutu layanan pembelajaran di SMK berstandar ISO masuk dalam kategori tinggi dan mutu layanan pembelajaran di SMK berstandar nasional masuk dalam kategori sangat tinggi. Secara statistik terdapat perbedaan yang signifikan pada pada mutu manajemen sekolah dan layanan pembelajaran di SMK brestandar ISO dan SMK berstandar nasional. Rekomendasi dalam penelitian ini adalah evaluasi dari pihak eksternal bukan faktor utama untuk menciptakan proses manajemen dan layanan pembelajaran yang bermutu, sebenarnya yang lebih utama adalah proses evaluasi diri yang dilakukan sekolah secara optimal dan berkala dalam rangka meningkatkan mutunya secara terus menerus.
