Abstract
Penelitian ini dilatarbelakangi oleh pentingnya manajemen pemanfaatan dana Bantuan Operasional Satuan Pendidikan (BOSP) yang harus terintegrasi dengan raport satuan pendidikan. Hal tersebut dapat menggambarkan kualitas pendidikan berdasarkan delapan standar pendidikan dan hasil belajar siswa. Tujuan dari penelitian ini untuk mendeskripsikan manajemen pemanfaatan dana bantuan operasional satuan pendidikan berdasarkan context, input, process, dan product, untuk mendeskripsikan hambatan dan solusi dalam manajemen pemanfaatan dana bantuan operasional satuan pendidikan, dan mendeskripsikan dampak manajemen pemanfaatan dana bantuan operasional satuan pendidikan dalam meningkatkan kualitas pendidikan dan hasil belajar siswa di Sekolah Dasar Kecamatan Jatiwaras. Metode penelitian yang digunakan yaitu pendekatan kuantitatif metode deskriptif. Teknik pengumpulan data menggunakan wawancarara, dokumentasi dan kuesioner model CIPP (context, input, process, product). Sampel penelitian menggunakan teknik purposive sampling, berjumlah 77 orang dengan partisipan dari tim manajemen dana BOSP 20 orang dan siswa kelas enam 57 orang. Hasil penelitian menunjukan bahwa manajemen pemanfaatan dana bantuan operasional berdasarkan context , input , process, dan product 95% dikategorikan sangat sesuai harapan dan 5% sebagian besar sesuai harapan hasil kuesioner dari tim manajemen BOSP. Sedangkan manajemen pemanfaatan dana BOSP berdasarkan hasil kuesioner siswa dari kelas enam dari segi context 79% sangat sesuai harapan dan 21% sebagian besar sesuai harapan. Berdasarkan Input 68% sangat sesuai harapan, 25 % sebagian besar sesuai harapan, 4 % cukup sesuai harapan dan 3% sangat kurang sesuai harapan. Berdasarkan process 81% pada kategori sangat sesuai harapan, dan 19 % sebagian besar sesuai harapan. Berdasarkan product 86% dikategorikan sangat sesuai harapan, 12 % sebagian besar sesuai harapan dan 2% cukup sesuai harapan. Hambatan yang ditemukan dalam manajemen pemanfaatan dana BOSP yaitu tidak adanya tenaga administrasi keuangan dan ketepatan pelaporan sangat harus diperhatikan agar tidak terjadi pengurangan jumlah dana pada tahap berikutnya, dan solusi untuk mengatasi hambatan tersebut dengan pengadaan pelatihan pengelola dana BOSP, dan ketepatan waktu dalam pelaporan. Manajemen pemanfaatan dana bantuan operasional satuan pendidikan berdampak terhadap kualitas pendidikan dan hasil belajar siswa di Sekolah Dasar Kecamatan Jatiwaras sebesar 35% pada kategori sangat sesuai harapan dan 65% pada kategori sebagian besar sesuai harapan. This research is motivated by the importance of managing the use of Educational Unit Operational Assistance (BOSP) funds which must be integrated with educational unit report cards. This can describe the quality of education based on eight educational standards and student learning outcomes. The purpose of this research is to describe the management of the utilization of educational unit operational assistance funds based on context, input, process, and product, to describe obstacles and solutions in the management of the use of educational unit operational assistance funds, and to describe the impact of management of the use of educational unit operational assistance funds in improving quality education and student learning outcomes at Jatiwaras District Elementary School. The research method used is a quantitative approach, descriptive method. Data collection techniques use interviews, documentation and CIPP model questionnaires (context, input, process, product). The research sample used a purposive sampling technique, totaling 77 people with 20 participants from the BOSP fund management team and 57 sixth grade students. The research results show that 95% of operational assistance fund utilization management based on context, input, process and product is categorized as very much in line with expectations and 5% is mostly in line with expectations from the questionnaire results from the BOSP management team. Meanwhile, the management of BOSP fund utilization based on the results of the sixth grade student questionnaire in terms of context, 79% is very much in line with expectations and 21% is mostly in line with expectations. Based on input, 68% is very much as expected, 25% is mostly as expected, 4% is quite as expected and 3% is very less than expected. Based on the process, 81% in the category very much met expectations, and 19% mostly met expectations. Based on the product, 86% were categorized as very much as expected, 12% mostly as expected and 2% quite as expected. The obstacles found in the management of the utilization of BOSP funds, namely the absence of financial administration staff and the accuracy of reporting, must be taken into account so that there is no reduction in the amount of funds at the next stage, and the solution to overcome these obstacles is by providing training for BOSP fund managers, and timeliness in reporting. The management of the use of educational unit operational assistance funds has an impact on the quality of education and student learning outcomes in the Jatiwaras District Elementary School by 35% in the very much as expected category and 65% in the mostly as expected category.
