Abstract

Penelitian ini bertujuan untuk menganalisa dan mendeskripsikan Managemen program Guru Penggerak daerah Terpencil dalam meningkatkan Mutu Sekolah Dasar di Kabupaten Mappi. Metode Penelitian yang digunakan pendekatan kualitatif deskriptif. Teknik pengumpulan data yang digunakan penelitian ini adalah dengan menggunakan teknnik observasi, wawancara, dan studi dokumentasi. Hasil penelitian yang diperoleh yaitu: 1) Perencanaan program memiliki tujuan dan sasaran yang baik dan jelas, SOP tertulis dalam jangka Panjang tidak ditemukan secara jelas dan rinci. 2) Pengorganisasian program berjalan dengan baik antara tim perekrutan program, pembuat program dan pelaksana program.. 3) Pelaksanaan program ada beberapa yang diluar perencanaan, seperti penempatan guru tidak sesuai yang direncanakan, hal ini dikarenakan terlebih dahulu kebutuhan guru sekolah dasar yang terlebih dahulu dipenuhi. 4) Evaluasi yang dilakukan dalam program ini cukup dengan melakukan evaluasi langsung yaitu kunjungan dan evaluasi tidak langsung yaitu laporan dari kepala sekolah, dan laporan tertulis pihak GPDT kepada Gugus Tugas Papua UGM, namun belum dapat dikatakan baik karena kurang konsisten dilakukan dan tidak memiliki instrument khusus tentang umpan balik setelah melakukan evaluasi. 5) Faktor pendukung dan penghambat yang ditemukan dalam program yaitu factor internal dalam guru tersebut dan dalam diri pembuat program, serta faktor eksternal berupa lingkungan sekitar. 6) Hasil manajemen program yang diperoleh dapat meningkatkan mutu sekolah, dilihat dari komponen input, proses, output dan outcome, terlihat dalam angka Indeks Pembangunan Manusia yang dan angka melek huruf mengalami kenaikan, beserta kepedulian masyarakat pedalaman serta orang tua peserta didik terhadap pentingnya Pendidikan. Kata Kunci: Management, Guru Penggerak Daerah Terpencil, Mutu Sekolah Dasar ABSTRACT This present studies aim to analyze and describe the Management Functions of the Remote Area Mobilization Teacher Program to improve the Quality Elementary Schools in Mappi Regency. The research method to discover the findings used a descriptive qualitative approach. The data collection technique used by observation, interviews, and documentation studies. The research results indicate six primary items, which are: 1) Program planning has good and clear goals and objectives, but written SOP for the long term are not thoroughly and clearly stated. 2) The program organization went well, including the coordination between the program recruitment team, planner team and the implementers. 3) Some of the implementations of the program were impromptu, such as the unplanned placement of teachers that occurs because the demand of elementary school teachers had to be prioritized. 4) The evaluation is simply by direct and indirect evaluations that requires the team to evaluate by only visiting schools, sending report from the school principle and having written report from the GPDT to the UGM Papua Task Force. This will be insufficient because of the lack of consistency and important instruments to provide the feedback. 5) Additional factors and challenges have been found, such as internal issue between the teachers and planners, as well as the external factors from the environment. 6) The result of the program management obtained can enhance the quality of schools. Also, based on the input, output, process and outcome components, it can be seen that the human development index numbers and literacy rates have increased, along with the concern of rural communities and parents about the importance of education.
