Abstract

Fenomena penelantaran anak merupakan salah satu bentuk pelanggaran hak anak. Adanya kasus penelantaran anak dapat disebabkan karena adanya masalah keluarga, ketidakmampuan orang tua dalam mengasuh dan merawat anak, serta adanya masalah ekonomi yang membuat keluarga tidak mampu memenuhi hak-hak anak. Tujuan penelitian ini untuk memperoleh informasi tentang pemenuhan hak�hak anak usia dini di Lembaga Kesejahteraan Sosial Anak (LKSA) Kota Bandung. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus melalui wawancara mendalam kepada pekerja sosial dan pengasuh yang bekerja di LKSA BM Kota Bandung. Analisis data dalam penelitian ini menggunakan teknik analisis data tematik yang dikemukakan oleh Miles dan Huberman. Temuan dari penelitian ini pengurus LKSA memiliki pengetahuan tentang hak anak bahwa hak anak merupakan segala sesuatu yang harus dimiliki oleh anak, hak anak wajib untuk dipenuhi, pemenuhan hak anak menjadi tanggung jawab semua pihak, LKSA sebagai solusi terakhir dan terbaik apabila orang tua dan keluarga tidak mampu memenuhi hak anak. Pemenuhan hak-hak anak usia dini telah diupayakan untuk dipenuhi oleh LKSA BM, seperti hak anak atas identitas dan status kewarganegaraan, hak anak untuk mendapatkan pendidikan dan pengajaran, hak kesehatan, hak bermain dan berekreasi, hak anak untuk memilih, hak anak untuk mendapatkan pelindungan serta hak anak untuk mendapatkan perlakuan yang sama. Oleh sebab itu LKSA diharapkan dapat memaksimalkan perannya dalam memberikan pelindungan dan pemenuhan hak bagi setiap anak sehingga mereka bisa tumbuh dan berkembang dengan optimal. The phenomenon of child neglect is a form of violation of children's rights. Unless cases of child neglect can be caused by family problems, the inability of parents to raise and care for children, as well as economic problems that make families unable to fulfill children's rights. The purpose of this research is to obtain information about the fulfillment of early childhood rights in the Child Welfare Institutions (LKSA) in Bandung City. This study uses a qualitative approach with a case study method through in-depth interviews with social workers and caregivers who work at LKSA BM Bandung City. Data analysis in this study used thematic data analysis techniques proposed by Miles and Huberman. The findings from this research are that LKSA administrators have knowledge about children's rights that children's rights are everything that children must have, children's rights must be fulfilled, fulfillment of children's rights is the responsibility of all parties, LKSA is the last and best solution if parents and families cannot afford it. fulfill children's rights. Efforts have been made to fulfill early childhood rights by LKSA BM, such as the child's right to identity and citizenship status, the child's right to education and teaching, the right to health, the right to play and recreation, the child's right to choose, the child's right to protection. and children's rights to equal treatment. Therefore, LKSAs are expected to practice by providing protection and fulfilling the rights of every child so that they can grow and develop optimally.
