Abstract

Penelitian ini bertujuan untuk menganalisa kinerja supervisi pembelajaran kepala sekolah pada Penilaian Prestasi Kinerja Kepala Sekolah di Gugus 38 Kabupaten Bandung. Metode yang digunakan dalam penelitian ini adalah metode deskriptif dengan pendekatan kualitatif yang dilaksanakan di Gugus 38 Kabupaten Bandung. SLB yang tergabung di Gugus 38 terdapat 5 SLB, akan tetapi peneliti hanya mengambil dua sekolah dengan cara purposive sampling. Berdasarkan temuan penelitian, terlihat bahwa faktor utama dari rendahnya nilai kinerja supervisi pembelajaran kepala sekolah adalah manajemen waktu dari kepala sekolah dalam pelaksanaan program supervisi pembelajaran, manajemen waktu dari pengawas sekolah dalam membina kepala sekolah untuk meningkatkan kinerjanya terutama pada aspek supervisi pembelajaran dan manajemen waktu dalam pelaksanaan PPKKS itu sendiri yang membuat proses penilaian kinerjanya menjadi tidak maksimal. Faktor lainnya adalah faktor eksternal dari setiap masalah pribadi masing-masing guru. Sedangkan temuan lainnya yang hanya ditemukan di salah satu SLB saja adalah kemampuan kepala sekolah mengenai konsep supervisi pembelajaran dalam mempraktekkan pelaksanaan supervisi yang tidak sejalan dengan pemahaman yang telah dimiliki kepala sekolah tersebut. Rendahnya nilai kinerja supervisi pembalajaran pada PPKKS ini disebabkan dari berbagai sisi yaitu dinas terkait, pengawas sekolah, guru, dan kepala sekolah itu sendiri. Hal tersebut menunjukkan bahwa perlunya kerjasama yang baik dari berbagai pihak untuk membantu dalam peningkatan kinerja kepala sekolah pada aspek supervisi pembelajaran. Dalam pelaksanaan supervisi pembelajaran, kepala sekolah dapat mencoba berbagai teknik dan pendekatan supervisi yang cocok untuk setiap guru, dan juga dapat lebih menyiapkan program supervisi yang melibatkan guru senior untuk membantu kepala sekolah dalam mensupervisi. Pengawas sekolah dapat lebih memprioritaskan tugas utamanya dalam membina kepala sekolah. Hingga penyelenggaraan PPKKS agar lebih dikaji ulang metode pelaksanaannya sehingga mampu memotret kinerja kepala sekolah secara lebih maksimal. Kata kunci: Supervisi Pembelajaran, SLB, PPKKS, Kinerja Kepala Sekolah ANLYSIS OF LEARNING SUPERVISION ASPECT ON THE PRINCIPAL PERFORMANCE APPRAISAL (PPKKS) SLB IN GUGUS 38 KABUPATEN BANDUNG This study aims to analyze the principal performance in learning supervision on the Principal Performance Appraisal (PPKKS) in Gugus 38 Kabupaten Bandung. The method used in this study is a descriptive method with a qualitative approach which was carried out in Gugus 38 Kabupaten Bandung. There are 5 special needs school in Gugus 38 Kabupaten Bandung, but only two schools were taken by using purposive sampling. Based on the research findings, it appears that the main factors of the low principal performance in learning supervision are the principals’ time management in the implementation of the learning supervision program, school supervisor’s time management to help principal in improving their performance especially in the aspect of learning supervision, and time management in the implementation of PPKKS itself that makes the performance appraisal process not optimal. Another factor is the external factor of each teacher’s personal problems. Meanwhile, another finding that was only found in one school was the principal’s ability regarding the implementation of supervision which was not in line with the principal’s understanding. The low principal performance in learning supervision on PPKKS is caused by various aspects, the education government, school supervisior, teachers, and the school principal itself. This shows that it needs a good cooperation from all parties to improve the performance of school principals in learning supervision. In the implementation of learning supervision, principals can try various supervision techniques and approaches that are suitable for each teacher, and prepare more supervision programs that involve senior teachers to assist principals in supervising. School supervisor can also prioritize their main job in fostering school principals. For the implementation of PPKKS, the method used should be reviewed, so it is able to capture the performance of school principals more optimally.
