Abstract
Kartu Indonesia Sehat adalah bagian dari JKN (Jaminan Kesehatan Nasional) yang merupakan kebijakan pemerintah di bidang kesehatan dan bertujuan untuk mewujudkan terselenggaranya pemberian jaminan kesehatan yang layak bagi seluruh masyarakat Indonesia khususnya bagi setiap peserta dan/atau anggota keluarganya. Oleh karena itu, untuk mendukung kesuksesan penyelenggaraan kebijakan ini, dibutuhkan fasilitas kesehatan seperti puskesmas bahkan rumah sakit. Mekanisme penyelenggaraannya diatur di dalam Peraturan Kementerian Kesehatan Nomor 71 Tahun 2013 tentang Pelayanan Kesehatan Pada Jaminan Kesehatan Nasional dan Peraturan Kementerian Kesehatan Nomor 28 Tahun 2014 Tentang Pedoman Pelaksanaan Program Jaminan Kesehatan Nasional. Dengan alasan tersebut, penelitian ini dilakukan dengan tujuan untuk mengetahui bagaimana implementasi kebijakan kartu Indonesia sehat untuk meningkatkan pelayanan publik dalam bidang kesehatan di Kota Bandung. Penelitian ini menggunakan pendekatan kualitatif dan metode deskriptif. Pengumpulan data dilakukan dengan wawancara, observasi, studi dokumentasi. Temuan dalam penelitian ini yaitu (1) implementasi kartu Indonesia sehat secara keseluruhan sudah berjalan baik di UPT puskesmas Ibrahim Adjie terutama mengenai pelayanan kesehatannya karena UPT puskesmas Ibrahim Adjie memiliki visi, misi, aturan, cara melayani dengan baik sehingga masyarakat merasa puas, namun masih terdapat beberapa kendala dilapangan; (2) kendala dalam implementasi kartu Indonesia sehat adalah masih kurangnya sarana prasarana fasilitas kesehatan seperti obat-obatan, juga sumber daya manusia puskesmas sehingga tidak sebanding dengan jumlah pendaftar kartu Indonesia sehat serta adanya penolakan dari pihak rumah sakit ketika peserta jaminan kesehatan mendapat rujukan dari puskesmas untuk berobat lanjutan ke rumah sakit dengan alasan ruang rawat inapnya penuh; (3) upaya dalam mengatasi kendala tersebut adalah dengan menambah jumlah sumber daya manusia, fasilitas kesehatan dan membangun rumah sakit lebih banyak sekaligus mempermudah pelayanan kesehatan dirumah sakit.;--The card is part of a Healthy Indonesia JKN (health coverage Nationwide) which is the Government's policy in the field of health and aim to realize this the awarding of health coverage that is feasible for the entire community of Indonesia especially for each participant and/or their family members. Therefore, to support the success of this policy, the Organization of the necessary facilities such as health clinics even hospital. The first mechanism is regulated in the regulation of the Ministry of health the number 71 Year 2013 of health services On health coverage and national Ministry of Health Regulation Number 28 years 2014 About Program Implementation Guidelines Health Coverage Nationwide. With those reasons, this research was conducted with the aim to find out how the implementation of policies to improve the healthy Indonesia card public service in the field of health in the city of Bandung. This research used a qualitative approach and methods a descriptive. Data collection is done with the interview, observation, study of the documentation. The findings in this study are (1) the implementation of cards healthy Indonesia as a whole has been running well in the UPT clinic Ibrahim Adjie especially regarding health services because of the UPT clinic Ibrahim Adjie has the vision, the mission, rules, how to serve well so that people feel satisfied. However, there are still some obstacles in field; (2) the constraints in the implementation of cards healthy Indonesia is still the lack of infrastructure facilities such as drugs, health human resources health centers also so it is not proportional to the amount of healthy Indonesia card applicants as well as the existence of the rejection from the hospital when participants health coverage gets referrals from clinics to treat advanced to a hospital on the grounds of full inapnya rawat spaces; (3) efforts in tackling these constraints is to increase the number of human resources, health facilities and build more hospitals at the same time simplify healthcare at home hurt.
