Abstract

Penelitian ini dilatarbelakangi oleh pandangan bahwa sebuah kebijakan diterbitkan oleh pemerintah bertujuan untuk menciptakan ketertiban sosial dalam masyarakat. Ketertiban sosial mengindikasikan kehidupan sosial yang tertib dan harmonis sesuai peran dan fungsi setiap anggota masyarakat. Ketertiban sosial masyarakat merupakan tujuan bersama dalam kehidupan sosial. Ketertiban sosial dalam lembaga sosial akan menciptakan ketertiban umum dalam kehidupan manusia. Lembaga ekonomi dalam hal ini pasar tradisional yang berjalan dengan tertib dan harmonis, akan menciptakan masyarakat yang sejahtera. Namun dalam implementasinya terkadang tidak sesuai dengan rencana dan tujuan dari kebijakan tersebut. keadaan ini membutuhkan penelitian lebih lanjut untuk mengetahui faktor penyebab dan kondisi masyarakat dalam implementasi kebijakan tersebut. Penelitian ini bertujuan mengetahui gambaran ketertiban sosial dalam implementasi kebijakan relokasi Pasar Plered, Kecamatan Plered, Kabupaten Purwakarta. Penelitian dilakukan dengan menggunakan pendekatan kualitatif dengan metode studi kasus. Pengumpulan data dilakukan dengan wawancara, observasi dan dokumentasi di lapangan. Hasil penelitian menunjukan kondisi ketertiban sosial dalam Pasar Citeko pasca relokasi belum kembali normal. Hal ini telihat pada beberapa aspek ketertiban sosial yang belum berjalan dengan kondusif. Kondisi ini disebabkan kondisi pasar yang mengalami perubahan struktur masyarakat. Pasar pasca relokasi menjadi baru, sehingga harus beradaptasi kembali dengan lokasi, kondisi sosial dan karakter masyarakat Citeko. Kehidupan sosial masyarakat mengalami goncangan akibat konflik-konflik selama proses relokasi Pasar Plered ke Pasar Citeko. selain itu didukung oleh keadaan masyarakat yang tegang pada saat implementasi kebijakan relokasi Pasar Plered dilaksanakan, akibat kepentingan politik . Upaya meningkatkan ketertiban sosial di Pasar Citeko merupakan upaya mengatasi hambatan yang menghadang baik dari dalam dan luar Pasar Citeko, dalam menciptakan ketertiban sosial di Pasar Citeko. Kata Kunci: Ketertiban Sosial, implemetasi kebijakan,Relokasi Pasar   This research is motivated by the view that a policy issued by the government aimed to create the social order in society. Social order indicates an orderly social life and harmonious appropriate roles and functions of each member of society. Social order of society is the common goal of social life. Social order in social institutions will create public order in human life. Economic institutions in this traditional market runs with orderly and harmonious, will create a prosperous society. But the implementation is sometimes not in accordance with the plans and objectives of the policy. This situation requires further research to determine the causes and conditions of the community in the implementation of the policy. This study aims to find a picture of the social order in the implementation of the relocation policy Plered Market, Plered, Purwakarta. The study was conducted using a qualitative approach with case study method. Data were collected by interview, observation and documentation in the field. The results showed the condition of the social order in post-relocation Citeko market has not returned to normal. It is seemingly on some aspects of the social order that has not run with the condition. This condition is due to market conditions that are changing the structure of society. After the relocation into new markets, so it must adapt again to the location, condition and character of the community social of Citeko. The social life of people experiencing shock from the conflicts during the relocation process Plered Market to Market Citeko. otherwise it is supported by the strained state of society at the time of the implementation of the relocation policy implemented Plered market, due to political interests. Efforts to improve the social order in the Citeko Market an attempt to overcome obstacles that face both inside and outside the Citeko market, to creating social order in the Citeko Market.
