Abstract

Penelitian ini bertolak pada kondisi keprihatinan dinamika perkembangan demokrasi dan konflik antaretnik, yang cenderung “kebablasan” dan bahkan nilai-nilai perdamain, keadilan, dan kebebasan, tercerabut dari akar-akarnya. Kondisi ini berdampak pada pengembangan budaya demokrasi dalam praktis Pendidikan Kewarganegaraan (PKn) dipersekolahan. Penelitian ini didasarkan pada temuan David Kerr tentang citizenship education continum (1999), Kimlica, (Karliani, 2008,53), tentang hubungan antaretnik Webster (Pruitt dan Rubin, 2008:10) tentang konflik. Penenelitian ini mengunakan pendekatan kualitatif dan metode studi kasus. Sumber informasi terdiri dari, kepala sekolah, guru PKn dan Siswa. Instrumen penelitian adalah peneliti sendiri dan teknik pengumpulan data melalui observasi, wawancara, dokumentasi, dan studi literatur. Hasil penelitian, menunjukan SMA Negeri 1 Kota Ternate, tipekal sekolah kota yang multietnik. Proses pengembangan budaya demokrasi melalui diskusi kelompok dengan adanya realitas terbangunnya relasi dan sikap; menghargai perbedaan pendapat, kemampuan partisipasi dan kerjasama antar kelompok, dan adanya perlakuan yang sama tanpa ada diskriminasi. Hambatan, belum terbangun modal sosial dan kohesi sosial antar siswa. Dampak, terwujudnya kesadaran, kedisiplinan, terbinanya sikap saling menghargai, kerjasama dalam kegiatan Osis, Pramuka, serta sikap dimana bumi dipijak langit dijunjung diterapkan etnik pendatang. Kepada kepala dinas pendidikan kota Ternate, agar dapat mengembangkan SDM melalui kegiatan pengembangan profesi melalui kegiatan MGMP, worshop guna mencari formula yang tepat dalam mengembangkan model-model serta metode pembelajaran budaya berbasis demokrasi. Kepada kepala sekolah agar dapat mengintegrasikan budaya demokrasi antar etnik ke dalam pengembangan kurikulum muatan lokal. This study is started from concerned condition of dynamic of democracy development and interethnic conflict, that tend to “break the rules” and even peace, justice and freedom values are uprooted. This condition impacted on the development of democracy culture in Civic Education practice in school. This study based on findings of David Kerr about citizenship education continuum (1999), Hefner (Said and Gatara 2007, 204), Kimlica (Karliani, 2008, 53), Webster (Pruitt and Rubin, 2008: 10). This study use qualitative approach and case study method. Information sources consist of principal, Civic Education teachers, and students. Research instrument is researcher himself and data collection technique is done by observation, interview, documentation and literature study. Result of study show that Public Senior High School 1 in Ternate City is a typical of multi ethnic urban school. The development process of democracy culture is through group discussion with establishment of relation and attitude that exist; respect for opinion differences, the ability of participation and cooperation among groups, and existence of equal treatment without discrimination. Social modal and social cohesion among students that have not been established is become an obstacle. The effects are the realization of awareness, discipline, attitude of respect each other that established, cooperation in OSIS activity, scout, and attitude where earth is stepped on, then heaven is held high was applied by ethnic newcomers. It is hoped that the head of education official in Ternate City develop Human Resource by professions development activity through MGMP activity, workshop in order to seek appropriate formula in developing models and culture learning method based on democracy. Principal is hoped to be able to integrate interethnic democracy culture into the development of local content curriculum.
