Abstract

Pendidikan memegang peranan penting dalam mempersiapkan sumber daya manusia yang berkualitas dan kompeten dalam menghadapi persaingan global. Salah satu upaya peningkatan SDM berfokus pada peningkatan kualitas SMK dengan tuntutan bahwa lulusan SMK harus memiliki kompetensi yang terstandarisasi dan profesional. Di dunia pendidikan kompetensi diperoleh melalui proses pembelajaran, untuk memastikan kompetensi siswa sesuai dengan yang diharapkan maka dilakukan kegiatan penilaian sesuai dengan standar dan prinsip penilaian. Namun kegiatan penilaian belum menggunakan instrumen penilaian untuk memastikan kompetensi siswa secara akurat, data yang dihasilkan belum mampu menggambarkan kompetensi siswa secara objektif. Tujuan penelitian ini mengembangkan instrumen evaluasi holistik untuk mengukur kompetensi siswa SMK. Metode penelitan menggunakan Research and Development (R&D). Hasil pengembangan produk berupa performance assessment. Berdasarkan uji validatas instrumen oleh tiga validator ahli diperoleh nilai rata-rata sebesar 3,9 dengan kriteria sangat layak digunakan. Hal ini menunjukan bahwa instrumen dapat digunakan sebagai alat ukur. Hasil uji reliabilitas antar rater dengan ICC memperoleh nilai sebesar nilai 0,917 menunjukan bahwa derajat reliabilitas sangat tinggi sehingga instrumen yang dikembangkan mampu mengukur apa yang akan diukur secara konsisten dan waktu ke waktu dalam berbagai situasi. Berdasarkan hasil pengembangan, instrumen evaluasi memenuhi kriteria valid dan reliabel. Pengembangan dilakukan melalui tahap studi pendahuluan, pengujian dan penyempurnaan produk. Dengan menggunakan instrumen penilaian berupa performance assessment dapat mengukur kompetensi siswa secara akurat. ----- Education plays an important role in preparing qualified and competent human resources in the face of global competition. One of the efforts to increase human resources focuses on improving the quality of SMK with the demand that SMK graduates must have standardized and professional competencies. In the world of education, competence is obtained through a learning process, to ensure student competence is as expected, assessment activities are carried out in accordance with assessment standards and principles. However, assessment activities have not used assessment instruments to ensure student competence accurately, the resulting data has not been able to describe student competence objectively. The purpose of this study is to develop a holistic evaluation instrument to measure the competence of vocational students. The research method uses Research and Development (R&D). The result of product development is in the form of a performance assessment. Based on the instrument validity test by three expert validators, an average value of 3.9 was obtained with the criteria very suitable for use. This shows that the instrument can be used as a measuring tool. The results of the reliability test between raters and ICC obtained a value of 0.917 indicating that the degree of reliability is very high so that the developed instrument is able to measure what will be measured consistently and from time to time in various situations. Based on the results of the development, the evaluation instrument met the valid and reliable criteria. Development is carried out through the stages of preliminary studies, testing and product refinement. By using an assessment instrument in the form of a performance assessment, it can measure student competence accurately.
