Abstract
Pelaksanaan wajib belajar sembilan tahun mengakibatkan pendanaan pendidikan dasar di Kota Salatiga dan Kabupaten Semarang tidak proporsional dengan anggaran program PAUD dan pendidikan menengah. Dana perimbangan APBN dialokasikan untuk membayar gaji guru. Sementara itu, peningkatan PAD tidak proporsional dengan perkembangan anggaran pendidikan. Masalah penelitian ini adalah bagaimanakah kebijakan pendanaan pendidikan di Kota Salatiga dan Kabupaten Semarang. Penelitian dilakukan dengan pendekatan kualitatif – naturalistik. Pengumpulan data melalui observasi, wawancara mendalam dengan pemangku kepentingan, dan telaah regulasi serta analisis data sekunder. Hasil penelitian menyimpulkan bahwa (1)Penetapan kebijakan pendanaan pendidikan difokuskan untuk pelaksanaan program wajib belajar pendidikan sesuai plafon, prioritas APBD yang ditetapkan Kepala Daerah dan DPRD (2) Sebagian besar pendanaan pendidikan untuk belanja operasional terutama membayar gaji guru, sedangkan belanja modal sarana prasarana pendidikan relatif sedikit, (3) Kebijakan pendanaan pendidikan meningkatkan kelancaran pelaksanaan program namun belum mengoptimalkan pemerataan pendidikan (4)Pengawasan kebijakan pendanaan DPRD dan pemeriksaan Inspektorat kurang efektif akibat kekurangan tenaga. (5) Pertanggungjawaban pendanaan pendidikan dilakukan oleh Dinas Pendidikan integral dengan pertanggungjawaban Kepala Daerah disampaikan kepada DPRD. Penelitian ini merekomendasikan : (1)Menetapkan kebijakan pendanaan secara proporsional untuk memenuhi anggaran program PAUD, pendidikan dasar dan menengah (2)Meningkatkan proporsi belanja modal sarana prasarana pendidikan untuk meningkatkan pemerataan dan akses pendidikan, (3) Meningkatkan alokasi belanja sesuai kebutuhan pengembangan program pendidikan (4) Merekrut tenaga ahli DPRD dan menambah tenaga auditor Inspektorat untuk meningkatkan efektivitas pengawasan (5) Memberikan kesempatan yang lebih luas kepada masyarakat untuk mengetahui pertanggungjawaban pendanaan pendidikan. Implementation compulsory basic education programme result education financing in city Salatiga and Semarang district provience of Central Java not proportional with Early childhood education program and Secondary education. Counter balance fund from national budget to support regional autonomy a large part of allocation to pay teacher salary. Meanwhile, improvement of area genuiness earnings not proporsional with growth of education budget. Research issue this is the how policy of education financing. Research is conducted with approach qualitative – naturalistic. Data collecting is conducted with observation, depth interview with stake holders and regulation of financing policy in education and secondary data. Research Result concludes that (1) Stipulating of education financing policy is focused for compulsory basic education programme. Allocation of education budget is specified according to plafond, priority APBD that specified Regional leader and DPRD (2)A large part of education financings in Salatiga and Semarang for operational shop especially payee of teacher salary, whereas capital shop for medium need prasarana education relative a little, (3) Policy of education financing improves fluency of program execution nevertheless have not yet optimalization generalization of education participation (4)Inspection of financing policy that conducted DPRD and financial administration inspection by Inspektorat less effective short-handed consequence. (5) Responsibility of education financing is conducted by integral Education Office with Regional leader responsibility to DPRD. This Research recommends to local government Salatiga and Semarang (1)Specify financing policy proporsionally to fulfill Early childhood education program, Basic education and Secondary education in education decentralization (2)Improve proportion of medium capital infrastruture to improve generalization and access education, (3) Improve allocation of education according to need of education program development (4)Recruitment expert in DPRD and add auditor in Inspektorat to improve inspection effectivity (5) Give broader opportunity to society to know responsibility of education financing.
