Abstract

This research started from the problem; 1) the bias value of the organization with individual values, external values brought by members of the school and the values that evolved in school, 2) Understanding of organizational development of schools by the school principal, attitudes and views of members of the school about the work culture quality, 3) Appreciation of work that illustrates the existence of a quality culture in schools, 4) activity in a school organization that describes the culture of quality in achieving objectives. The formulation of the problem are: 1) How large is the influence of the Personal Values of achieving organizational goals, 2) Attitudes towards Work, 3) of the Discipline of Work, 4) on the Quality of Work, 5) of the Employment Relations 6) How much influence the commitment to achieving organizational goals, 7) Attitude towards Work, 8) of the Discipline of Work, 9) on the Quality of Work, 10) of the Employment Relationship, 11) How much influence Work Attitude towards achieving organizational goals, 12) of the Employee Discipline, 13) from the Quality of Work, 14) and the Employment Relations. Therefore, it can be done research on "Values-Based Leadership in achieving organizational goals through the development of a Work Culture." Research objectives to be achieved; 1) To know how many of the Personal Values of achieving organizational goals, 2) Attitudes towards Work, 3) of the Discipline of Work, 4) on the Quality of Work, 5) of the Employment Relations 6) How much influence commitment to the achievement of The purpose of the Organization, 7) to Work Attitudes, 8) of the Employee Discipline, 9) on the Quality of Work, 10) of the Employment Relationship, 11) How much influence Work Attitude towards achieving organizational goals, 12) of the Employee Discipline, 13) from Quality Work , 14) and the Employment Relations. The study used a quantitative approach using a questionnaire instrument addressed to the Principal of SMK Se-Sumedang, this is to prove the hypothesis: “There is a significant influence of the Principal Value-Based Leadership (Value-Based Leadership) towards achieving organizational goals through the Cultural Development Work.” Results obtained; 1) Effect of Personal Values on Organization goals achievement is 9,06%, 2) Attitudes towards Work is 23,91%, 3) at Work Discipline is 8,58%, 4) on the Quality of Work is 22,09 %, 5) of the Employment Relations is 29,59%, 6) influence commitment to the achievement of the Organization goal is 26,21%, 7) on the Work Attitudes is 55,80%, 8) of the Discipline Working is 15,21%, 9 ) on the Quality of Working is 12,46%, 10) of the Employment Relations is 49,70%, 11) the effect of Work Attitude towards achieving organizational goals is 27,25%, 12) of the Discipline Working is 15,84%, 13) from Working quality is 36,60%, 14) and, from the Employment is 34,57%. So the conclusion that the Value-Based Leadership giving effect to the attainment of organizational goals through the attitude, discipline, quality and working relationships. Things that are recommended include: the leadership must Noting & listen, Research & learn, Reflect & understand, Felt & try, and Making & develop. Implementation of the fifth start by improving the understanding of self, develop self-awareness, enhance perspective, develop the ability to see the personal difference, enhance capabilities in teamwork, developing leaders who "share", setting rules that give encouragement to members to communicate openly about feelings, fears, wants, and needs.
